UNODC Develops Capacity of Police to Deliver Community-Oriented Policing Services in Uzbekistan

UNODC is currently working together with the Youth Affairs Agency and the Ministry of Internal Affairs of the Republic of Uzbekistan to promote youth crime prevention and ensure public safety based on social partnerships of police and communities.

With support from the UN Peacebuilding Fund, UNODC recently launched a training program for 60 local police inspectors in the regions of the Fergana Valley.

“It is very important for the police to build relations with the population”, said Mr. Koen Marquering, Coordinator of UNODC’s Criminal Justice Program in Central Asia. “This helps build trust and enables the police to become part of the community and develop knowledge that helps to prevent crime”.

Two-day community policing courses took place in the cities of Namangan, Andijan and Fergana during the period from 8 to 13 November.

Led by Police Colonel Azamat Abdrakhmanov, a Senior Lecturer from the Police Academy of the Kyrgyz Republic, the participants practiced communication and presentation skills and discussed principles of social partnerships, problem solving and conflict prevention. Specific sessions focused on prevention of domestic violence, working with families and youth.

The training program builds on the results of a community safety forum and a community policing needs assessment conducted during the first half of the year. Additional training is foreseen in partnership with the Police Academy and the Tashkent State Law University’s Centre for training of law enforcement as a starting point for further roll out of such training in the practice of the Ministry of Interior.

The community policing training program is part of the joint project “Youth for Social Harmony in the Fergana Valley” implemented by UNODC together with UNDP and UNESCO with support from the UN Peacebuilding Fund.
