UNODC promotes digitalization of the State Customs Service of the Kyrgyz Republic

Taking into account the current trends in digitalization of public services and the importance of consignment profiling in real-time mode, UNODC, within the framework of the UNODC – WCO Global Container Control Programme   supported the establishment of the Coordination Centre to the State Customs Service under the Government of the Kyrgyz Republic.

Mr. Artem Novikov, acting Prime Minister of the Kyrgyz Republic, Mr. Kadyrzhan Semeteyev, Chairman of the State Customs Service under the Government of the Kyrgyz Republic, representatives of government agencies and international organizations participated at the opening ceremony of the Centre..

Mr. Artem Novikov, acting Prime Minister of the Kyrgyz Republic in his speech, during the opening ceremony of the Center said that “in the very near future it is necessary to create a paperless environment for customs operations and the work of customs authorities”. “There will be no return to the old system. The work carried out in a fairly short period of time to launch the Coordination Centre serves as a good indicator of digitalization of the customs service, he stressed.

Mr. Kadyrzhan Semeteev, Chair of Customs Service thanked the UNODC – WCO Global Container Control Programme for the timely support provided and informed that Kyrgyz Customs is ready for further cooperation.

In turn, Mr. Andrey Seleznev, Head of the UNODC Program Office in the Kyrgyz Republic, expressed hope for the successful work of the Centre to strengthen security in international trade chain, and shared the achievements of joint work with the State Customs Service.

“We hope the Centre will serve as an additional base for strengthening the safety of international trade through a comprehensive risk analysis and detection of violations in implementation of customs operations”, highlighted Mr. Andrey Seleznev, Head of the UNODC Programme office in the Kyrgyz Republic at the opening ceremony of the Centre.    

UNODC has been working closely with the State Customs Service under the Government of the Kyrgyz Republic . Two Port Control Units were established at the Central Office of Customs Service and in South-West Customs in Osh city to profile and identify high-risk consignments, two vehicles and more than 100 units of technical equipment were handed over, the professional capacity of customs officials on modern methods of customs control was strengthened, and mechanisms for regional cooperation were enhanced as part of the implementation of the UNODC – WCO Global Container Control Programme.

One of the key achievements of the programme implementation was signing of a Memorandum of Understanding on establishment of Inter-Regional Network of PCUs and Customs Administrations between the customs services of nine countries of Central Asia, the Black Sea region, Afghanistan and Pakistan in 2019, which allows to share with operative information and take appropriate measures to suppress an illegal trade.

For establishment of Centre, CCP handed over  equipment for over 2 million soms with financial support from U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) and the Export Control and Related Border Security (EXBS) Programme.
