UNODC supports building capacity of Kyrgyz law enforcement officers on the use of special software for intelligence analysis 

The United Nations Office on Drugs and Crime (UNODC) Programme office in the Kyrgyz Republic conducted a first-of-its-kind training on the use of special software for intelligence analysis (ArcGIS, IBM i2) on 14  to 18 December in the city of Karakol, Issyk-Kul region. The training was attended by 15 operatives and analytic officers of the Department of Internal Affairs of the Ministry of Interior of the Kyrgyz Republic.

The aim of the training was to equip the operational staff and analysts of the Department of the Interior with new knowledge and skills in processing, analyzing and visualizing information using various analytical software tools.

 

“Collection, processing and analysis of information is the most important stage in the work of the law enforcement agencies. The uniqueness of this training is that it was conducted using a mobile computer class, which was established by UNODC and can be deployed even in the field”, said Mr. Andrey Seleznev, Head of the UNODC Programme Office in the Kyrgyz Republic.

 

ArcGIS represents a system which allows to collect, order and manage, analyze, exchange and distribute geographic information. Being a world leader among platform which builds and uses geographic information system (GIS), ArcGIS is used by people worldwide to apply geographic knowledge in practical spheres of governance, business, science, education and Mass Media. ArcGIS platform allows to produce geographic information to access and use by any user. System is accessible in any part of the world where it is possible to use web browsers, mobile devices like smartphones as well as desk computers.

IBM i2 — certified analytical platform is used to solve important tasks in the area of national security and defense, order security, fight with fraud, financial crimes and cyber threats.

 

The current training-course is the first in a series to develop the capacity of law enforcement officers of the regional units of the Counter Narcotic Service and other departments of the Ministry of Interior of the Kyrgyz Republic.

Building the capacity of analytical and operational staff is an important element in the implementation of UNODC Sub-program 1 “Combating transnational organized crime, drug trafficking and prevention of terrorism” with financial support from the Government of Japan.
