UNODC-WCO-Container Control Programme trains Kyrgyz Customs officers in Osh to address security threats in container shipments

To strengthen the Customs officers’ capacity in ensuring the security of the container supply chain, the United Nations Office on Drugs and Crime Regional Office for Central Asia (UNODC) conducted a two-day training on manipulated seals, doors and doorhandles for the officers of the State Customs Service under the Ministry of Economy and Finance of the Kyrgyz Republic, members of the Port Control Units (PCUs) from Customs Central Apparatus in Bishkek and the Southwestern Customs in Osh under UNODC-WCO Container Control Programme from 2 to 3 March 2022.

 

Addressing the training participants, Mr. Batyr Geldiyev, UNODC Regional Programme Coordinator encouraged Customs officers to utilize this unique opportunity and learn the best practices from an experienced UNODC exert on the new Customs control methods which will help them to prevent the use of the cargo supply chain by organized criminal groups for illegal purposes.

 

The activity composed of classroom training when UNODC trainer delivered presentations and short videos on case studies and shared his practical experience on how to detect manipulated doors, doorhandles, and seals. Besides, expert introduced the participants to numerous samples of seals from different countries and explained the ways of how smugglers could manipulate them.

 

Customs officers also acquired the knowledge at the practical exercises in the container terminal in Osh city and conducted a detailed discussion on risk indicators and detection of concealment.

The CCP Regional Segment for Central Asia is funded by the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), and the Export Control and Related Border Security (EXBS) Programme.
