UNODC-WCO Global Container Control Programme Continues to Increase the Capacity of the State Revenue Committee in Strategic Trade and Export Control

From 7-11 October 2019 UNODC Regional Office for Central Asia conducted a second phase of the National Workshop on Awareness Raising in the Strategic Trade and Export Control in Nur-Sultan, Kazakhstan, under UNODC-WCO (World Customs Organization) Global Container Control Programme (CCP). The workshop was a follow up to the first phase of the national training held from 22 to 26 July 2019 in Nur-Sultan to raise the awareness and strengthen the knowledge and skills of the officers from the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (SRC), Port Control Units' members (PCU), in the field of strategic trade and export control and use of modern Customs control techniques. CCP donors from the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), and the Export Control and Related Border Security (EXBS) Programme attended the training as well.

Experienced UNODC trainers shared their knowledge on different types of export-controlled, missile-related items/equipment and taught how to focus and identify controlled materials and equipment that are used to produce, test and launch missiles. The participants reported about national export control regimes and legislation, national controlled list of goods and technologies of dual use items as well as international obligations of the Republic of Kazakhstan in the export control areas.

They also had opportunity to practice on the Commodity identification training kit, equipment for identification of dual use goods, and figure out the characteristics of nuclear, missile, chemical, and biological products, which could be illegally leaving or transiting the country. By the results of session, the PCUs developed list of risk indicators for targeting strategic goods and export control to be utilized PCU daily operations. Customs officers and UNODC experts also visited Customs Clearance Centre in Nur-Sultan, became familiar with the facilities of the logistical-transportation hub and conducted practical exercises.        

The CCP Regional Segment for Central Asia is funded by the Government of Japan and the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), and the Export Control and Related Border Security (EXBS) Programme.
