UNODC supported the Briefing on possible Technical Assistance to Turkmenistan in the Implementation of the National Strategy and Action Plan on Prevention of Violent Extremism and Countering Terrorism for 2020-2024

On 30 January 2023 the United Nations Office on Drugs and Crime, Regional Office for Central Asia (UNODC ROCA) jointly with the United Nations Office of Counter-Terrorism (UNOCT), UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), United Nations Development Programme (UNDP), the Organization for Security and Co-operation (OSCE), Delegation of the European Union to Turkmenistan and  partners briefed the representatives of the ministries and agencies as well as civil society organizations of Turkmenistan on the current initiatives that may support the country in the implementation of the National Strategy and Action Plan of Turkmenistan on Prevention of Violent Extremism and Countering Terrorism for 2020-2024.  

 

Our fruitful partnership with the Government of Turkmenistan and joint efforts, over the past years, allowed us to achieve significant results in addressing challenges and threats of transnational organized crime and terrorism and we are very proud of continuing our cooperation aimed at ensuring international peace and stability in the region, promotion of rule of law, human rights, and respect to human dignity”, - highlighted Ashita Mittal, UNODC Regional Representative for Central Asia in her opening remarks.

At the briefing on possible Technical Assistance to Turkmenistan in the Implementation of the National Strategy and Action Plan on PVE and CT for 2020-2024 UN agencies and partners provided the information on the possible technical assistance in cybersecurity and new technologies; countering terrorists’ travel; uncrewed aircraft systems; border security and management, and biometrics; national interagency coordination mechanism; protection of vulnerable targets against terrorist attacks and many others. 

Zeeshan Amin, Chief of Strategic Coordination Section, UNOCT noted that basing on the UN Global Counter-Terrorism Strategy, UNOCT and UNRCCA were helping Central Asian governments on the implementation of the Joint Plan of Action. “The initiative has been continued by assisting Member States of the Central Asian region in devising a Regional Plan of Action and implementing the Strategy but also It has continued to accommodate global programmes of UNOCT, as well as the relevant programmes of UNODC and UNDP to ensure that we are doing our tasks in a collaborative and impact-oriented manner”, - he said. 

UNODC ROCA focal points on PVE and CT  Mirzahid Sultanov, National Programme Officer, Gulnar Kudaybergenova, National Project Officer (Uzbekistan), Maral Nazarova, National Programme Officer (Turkmenistan) provided representatives of the ministries, law enforcement agencies, and non-profit non-governmental organizations of Turkmenistan with full information on the main activities of the UNODC in the field of countering terrorism and violent extremism; prevention of crime and terrorism, and ensuring the rule of law for young people through education; UNODC cooperation with Turkmenistan within the framework of the UNODC regional project on strengthening regional cross-border cooperation by increasing the capacity of Border Liaison Offices in Central Asia.

Shah Salman Khan, International Project Coordinator at UNODC Programme Office in Tajikistan presenting Returning Foreign Terrorist Detention Programme in Central Asia informed about current projects status and achievements in Kazakhstan, Kyrgyz Republic and Tajikistan, plans of action to prevent violent extremism and prison statistics in the covered countries,  emphasized: “Prisons can be a great source for gathering intelligence, providing an opportunity to share the information with other law enforcement agencies to detect and prevent crime in the community”.

Following the meeting, the representatives of Turkmenistan ministries and agencies agreed that within the framework of the above-mentioned National Strategy and Action Plan of Turkmenistan for the Prevention of Violent Extremism and Countering Terrorism for 2020-2024, Turkmenistan would study the best practices of other countries and accept technical assistance provided by the United Nations, where relevant.
