UNODC trains Turkmen law enforcement officers on cargo search techniques and examination of cargo documents

On 22 – 26 August 2022, UNODC conducted a five-day national training course on cross border transportation of cash and identification of cash couriers in Ashgabat, Turkmenistan.

The officers from the Ministry of Internal Affairs, State Customs Service and State Border Service of Turkmenistan, as well as the representatives from the Financial Monitoring Service of the Ministry of Finance and Ministry of Finance and Economy of Turkmenistan took active part at the training course.  

The event aimed to enhance the knowledge and professional skills of the law enforcement officers in improving the controls and techniques to prevent and combat the smuggling of money.

The training, covering both theoretical and practical sessions, was facilitated by Mr. Sergey Guslitzer, a tax expert from the State of Israel with extensive experience in cross border transportation of cash, identification of cash couriers, techniques used to combat the smuggling of money.  

During the training, the participants gained new knowledge and skills related to identification and interdiction of cash couriers and other methods of cash smuggling, learned about new trends in illegal transportation of cash, routes and ways of concealment, as well as about working methods with digital media.

Through practical sessions the participants shared their experience on the legal basis of investigative and search operations in Turkmenistan.

The training was conducted within the framework of the Cross-Border Cooperation Project of Sub-programme 1 “Countering transnational organized crime, illicit drug trafficking and preventing terrorism” of the UNODC Programme for Central Asia 2022 -2025.

The implementation of the project in Turkmenistan is funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL).
