
09 December 2025, Islamabad - Drug trafficking networks are becoming more agile and complex, creating new threats to public health, safety, and national stability. Addressing these challenges requires coordinated, intelligence-driven action at every level.
To meet this challenge, Pakistan is moving toward a more unified, coordinated national response. The Anti Narcotics Force (ANF) and the Ministry of Interior & Narcotics Control, in close collaboration with UNODC Country Office Pakistan and with support from INL-Pakistan, convened a High-Level Policy Workshop on the NCNC2 Governance Framework in Islamabad.
Bringing together 46 senior representatives from key law enforcement and government bodies, the workshop aimed to formally endorse the Operational Framework and Governance Structure for the National Counter Narcotics Coordination Center (NCNC2), a platform designed to unite Pakistan’s counter-narcotics agencies under one strategic umbrella.


Unified Response for a Changing Threat Landscape
Opening the session, the Major General Abdul Moeed, DG ANF, emphasized that NCNC2 will significantly enhance Pakistan’s ability to respond swiftly and effectively to narcotics threats. He noted that earlier sessions had technically endorsed the framework, and today’s workshop marked the formal presentation of the finalized governance document.
DG ANF highlighted that NCNC2 will improve real-time information sharing, streamline coordination, and strengthen a unified national response for smarter, stronger, and more integrated operations.
Key Focus Areas of the Workshop
The workshop centered on advancing three priority actions:
Senior representatives from Pakistan Customs, Provincial Police, Excise & Narcotics Departments, Islamabad Police, Pakistan Coast Guards, PMSA, NCCIA, NADRA, and FMU, along with parliamentary leadership, reviewed and endorsed the framework during an interactive session. UNODC representative and INL-Pakistan Program officer reaffirmed the need for a unified national policy framework to address emerging challenges.



Laying the Foundation for the NCNC2 Fusion and Coordination System
With strong political ownership and multi-agency collaboration, the workshop concluded with a shared commitment to rolling out a unified governance framework that strengthens joint decision-making and operational coordination.
The endorsement marks a major step toward implementing Pakistan’s NCNC2 Fusion and Coordination System, setting the stage for a more integrated, evidence-driven, and effective national counter-narcotics response.
