Regional Expert Group Meetings to Validate University Modules and Related Materials on Terrorism

 

During each of the two-day meetings, held in Nairobi and Singapore, 11 academics from Africa and Asia respectively came together to review and validate draft modules to support teaching on terrorism in tertiary level institutions.

The modules are designed to be used by educators in tertiary level institutions, who will be able to freely use and modify the tools with the aim of either teaching them as a full course or integrating them into their courses. The modules cover the following topics:

  1. Introduction to terrorism and counter-terrorism [brief historical background, current sources of threats, countering violent extremism]
  2. Overview of international counter-terrorism (CT) framework [including introduction to the UN Global CT Strategy]
  3. International criminal justice approach
  4. Regional criminal justice approach
  5. Armed conflict/military approach
  6. Emergency powers and derogations
  7. Right to life [including extrajudicial killings]
  8. Prohibition against torture [including extraordinary rendition]
  9. Arrest and detention
  10. Fair trial and punishment
  11. Privacy and intelligence gathering
  12. Democratic rights and freedoms
  13. Victims of Terrorism and Counter-terrorism
  14. to be confirmed, likely topics:  Accountability and impunity [this theme may be woven into a number of the other modules]/ or Towards a more holistic counter-terrorism approach [including SDG issues - if not suitable for a whole module, then again themes will be woven into other modules]

To ensure the global relevance of the modules, there is a strong comparative element thanks to the reports and case studies from Asia, Middle East/Gulf region, the Americas, Africa, and Europe, provided by the participants invited to the events.

With the key regions being represented by academics, who are established experts and/or very keen to implement courses on terrorism but need the encouragement and resources to do so, good progress has already been made regarding diverse academic outreach for these Expert Meeting Groups.
