Strategic Approach

The Strategic Approach of the Regional Programme (RP) is an integrated one, designed to minimize silo-ing of programming in the region, by providing a flexible framework under which synergies can be distinctly captured and addressed. The strategic approach of the RP is:

  • Aligned with Paris Declaration principles on aid effectiveness (2005) and Accra Agenda for Action (2008): The RP is designed to promote partner countries' ownership, be aligned with national policies and priorities, be effectively coordinated with other multilateral development agencies, and support mutual accountability.
  • Focused on the SDGs: The RP is set out to ensure that Member States receive the required assistance to be able to achieve the goal they signed up to as defined in the global agenda for development, the Sustainable Development Goals (SDGs).
  • Aligned with the AU 2063 Agenda: The RP is fully aligned with the Aspirations/ Pillars developed by the African Union (AU) in its Agenda 2063. The latter is an aspirational document highlighting key areas to be addressed that neatly fit within UNODC's mandate.
  • Responsive to need: The RP focuses on key issues addressing the main challenges of each Member States, which are involved in every stage of the process to ensure ongoing relevance and respect of national and regional priorities.
  • Human Rights based: With its expertise in the areas of the rule of law, crime prevention, criminal justice and security sector reform, as well as drug prevention, treatment and care, UNODC has the potential t significantly contribute to promoting human rights in criminal justice systems.
  • Gender-sensitive and gender-responsive: Gender is mainstreamed in the formulation, development, implementation, monitoring and evaluation of the activities under the RP.
  • Programmatic and results-focused: The RP intends to achieve results over the long term and sustainable reforms, in line with international and national commitments.

Transnational and cross-border challenges: As a global leader in promoting the Rule of Law and Human Security in Eastern Africa, UNODC ROEA has a legitimacy to ensure effective international coordination and cooperation through a cross-border, sub-regional and integrated dimension.
