Enhancing Criminal Justice Responses to Trafficking in Persons in Djibouti

Between 2008 and 2016, over 365,000 migrants from Ethiopia, Somalia, and to a lesser extent, Eritrea, passed through Djibouti, walking along the coastal road past Lake Assal – one of the lowest and hottest places on earth – to Obock on their way to Yemen and the Gulf States via the Red Sea. It is unclear how many of these migrants ultimately ended up being exploited as victims of trafficking in persons (TIP), either en route or at their destination. Despite the large number of migrants passing Lake Assal annually, current facilities do not provide an adequate environment to properly assess migrants in order to determine their legal status, including whether they are potential or actual victims of TIP.

About the Programme

Funded by the Government of Norway, through the Ministry of Justice and Public Security of Norway, UNODC is implementing the Construction of Emergency Shelter and Clinic for Victims of Human Trafficking and Migrants in Djibouti, in Lake Assal, Djibouti. The main objective of this project is to accommodate apprehended migrants who are presumably trafficked or smuggled through Djibouti, in a humane and dignified way, and to provide immediate, safe and short-term protection to these individuals. The direct beneficiaries of the program include law practitioners, as well as migrants and victims’ of trafficking.

Activities

Activities of this project include the construction of a shelter, as well as providing specialized training of the law practitioners who will oversee the management of the shelter to respond to and treat migrants and potential victims of trafficking in a humane and dignified way.
