About the project

In partnership with the Federal Republic of Somalia and the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), UNODC is strengthening the criminal investigative capacity of Somalia’s Police Force (SPF) to improve safety and security across Somalia. Serious crimes such as homicide, trafficking in persons, smuggling of migrants, firearms and ammunition trafficking, illicit narcotics trafficking, piracy, financial crimes, and extortion, along with continued terrorist attacks, continue to undermine security and sustainable development. Increasing incidents of violence against woman and children, including sexual offences, is concerning. Approximately 25% of all crimes investigated by investigators trained under CIP have been sexual or gender-based violence (SGBV). 80% have involved child victims.

To assist the Federal Government of Somalia (FGS) and the Federal Member States (FMS) in addressing these challenges, UNODC has been implementing the Criminal Investigation Programme (CIP), which supports the Somali Police Force (SPF) Criminal Investigation Department (CID) at the Federal level and Criminal Investigation Units (CIUs) at FMS level. The objectives are to promote an effective response to major and complex crimes by enhancing the strategic and operational capacity of criminal investigators to investigate criminal offences and create strategies and policies. The programme is implemented within the framework of the UNODC Regional Programme for Eastern Africa – Promoting the Rule of Law and Human Security in Eastern Africa (2016-2022).

Project Outputs

I) Strengthening law enforcement institutional capacity to be aligned with the United Nations Convention Against Transnational Organised Crime (UNTOC) and its Protocols; II) Enhancing the knowledge, skills and capacity of SPF investigators to investigate serious and organised crime through fundamental and specialized police investigation training; III) Increasing law enforcement organisational, operational and administrative capacity at the chief of investigations and senior management levels through mentoring, and management training.
