First Mobile Training Units (MTUs) in French deployed in West Africa

March, 2019 WEST AFRICA

- In Togo, the Mobile Training Unit was donated to the Comité National Anti-Drogue (CNAD) which is the National Committee to fight drugs.  A 4 day training was organized from 5th to 8th March 2019 at Sancta Maria Hotel in Lome, Togo, and the MTU was donated at the last day. We received 12 participants from 9 Law Enforcement Agencies. The participants loved the platform and were very keen on taking the modules. However, they requested that more modules are translated in French.  During the Ceremony we had the honor to hand the MTU to the  Minister of Security and Social Protection himself.

- In Benin, the Mobile Training Unit was donated to the Comité Interministériel de Lutte contre I'Abus des Stupéfiants et des Substances Psychotropes (CILAS), which is the National Committee to fight drugs.  A 4 day training was organized from 12th to 15th March 2019 at Benin Royal Hotel in Cotonou, Benin, and the MTU was donated at the last day. We received 13 participants from 9 Law Enforcement Agencies. The same request emerged for more modules to be translated in French.  

- In Côte d'Ivoire, the Mobile Training Unit Was Donated to the Comité Interministériel de Lutte Anti Drogue (CILAD), which is the National Committee to fight drugs.  A 4 day training was organized from 19th to 23rd march 2019 at Tiama Hotel in Abidjan, Côte d'Ivoire, and the MTU was donated at the last day. We received 12 participants from 10 Law Enforcement Agencies.

All the participants have been trained to be trainers and should be able to operate the MTU to train their colleagues.

Blended Learning in UNODC Capacity Development

In recent years, 'blended learning' has become a buzz phrase in education. For the context of this article, blended learning is defined as an educational method that combines online with traditional face-to-face training. UNODC is increasingly using blended learning to deliver capacity building training; there are many reasons behind this shift:

  • Blended learning is more cost effective and efficient compared to traditional methods. The online portion of the training can be delivered to an unlimited number of learners without decreasing the quality of delivery or adding any additional costs. Class time costs can be halved, reducing travel costs.
  • Blended learning helps reduce the time that learners need to be away from work; the rate of completion for blended learning is considerably faster compared to traditional classes.
  • Blended learning simplifies certified training that needs to be renewed every few years. Learners can use eLearning to revise the course material; face-to face class time can therefore be used for the assessment alone.
  • Blended learning ensures standardisation of training and ensures that all learners have a similar baseline level of knowledge. This makes it easier to track what trainees have learned, to ensure that learners have access to the same background information and resources, and that training is in line with United Nations standards and norms. In traditional face-to face training, trainers often change the way they deliver training from one group to another and change their learning materials. Online modules, on the other hand, are designed by substantive and education experts and are evaluated, piloted and revised before dissemination to ensure maximum quality, accuracy, and time efficiency.
  • Blended learning maximises learning outcomes. It can be applied using online modules to deliver theoretical training and subsequently followed up with face-to face class time where learners practice and share experiences. Class time becomes a space for trainers to share expertise rather than delivering theoretical information, giving learners more opportunities to practice and ask questions.

The integration of UNODC eLearning courses into blended learning is an effective way to ensure that learning objectives are achieved. UNODCs Global eLearning platform now contains over 350 modules covering all of UNODCs mandate areas and our courses are designed to assist Member States in addressing human and security challenges. The UNODC Global eLearning Programme team is continually producing new modules and delivering on-line and off-line training to users and to course managers. The team not only monitors learners' progress, generates reports on course completion and gathers feedback on the learners' experience, but our learning management tool also assesses learners' knowledge on the topic. When learners pass a final assessment, they each receive an official certificate of completion issued by UNODC. This feature not only motivates learners but also demonstrates successful knowledge transfer and facilitates reporting. Institutions can use the certificate provided by UNODC as a prerequisite for moving to the next segment of learning. This ensures that all learners in a physical class have the same level of baseline knowledge on the topic at hand.

Moving towards blended learning in UNODC brings the best out of two worlds. The UNODC Global eLearning Programme modules are designed with learning objectives at the core. Our courses ensure standardised training in line with United Nations standards and norms, consistency of delivery, mainstreaming of human rights and gender in training, reduce training time and costs, and facilitates effective reporting through monitoring of learners' progress. Face-toface classes bring learners in contact with experts, who can now dedicate class time to practical training and to share experiences, increasing overall effectiveness and impact of training.

Blended Learning Activities in the West and Central Africa Region

June 1, 2018 VIENNA - UNODC The Global eLearning Programme in partnership with the UNODC Regional Office for West and Central Africa, has launched a pilot project to use blended learning in regional training activities through the incorporation of eLearning into training courses. This pilot is part of the UNODC-implemented project entitled "Support to ECOWAS Regional Action Plan on illicit drug trafficking, organized crime related to it and drug abuse in West Africa," funded by the European Union.

The objective of this pilot is to contribute to strengthening capacity of law enforcement officials to fight against illicit drugs and offers a complementary training platform where officials can receive training on a regular basis on drug related issues. The broader objective of this pilot is to mainstream the use of UNODC eLearning modules in regional programmes and projects.

Using UNODC eLearning modules is projected to increase the number of end users and lead to an increase in project and programme beneficiaries, to make training more effective and to increase the level of knowledge transfer, since every learner is able to take the courses at their own pace. The pilot will create opportunities to make more effective use of the limited face-to-face time that trainers have with learners, by using eLearning to deliver theoretical training and using class time for practice and sharing of experiences.

Global eLearning Team presents the Programme during the Commision on Crime Prevention and Criminal Justice 2018

May 14, 2018 VIENNA - UNODC A successful exhibition in the 27th Session of the Commission on Crime Prevention and Criminal Justice provided an opportunity for the Global eLearning Programme team to establish new contacts and form new partnerships. This year's thematic discussions focused on criminal justice responses to prevent and counter cybercrime. The eLearning exhibition demonstrated current activities and distributed promotional materials summarizing the role of eLearning in raising awareness and knowledge in these focus areas, in particular on available courses we offer to raise knowledge on and combat cybercrime.

The Global eLearning Programme supports the implementation of Agenda 2030 for Sustainable Development, "a plan of action for people, planet and prosperity." Our courses are universal and suitable for Member State institutions, United Nations staff, universities and other actors. The modules are continuously being translated and localised to different languages to make them more accessible and suitable for different contexts. Currently, our courses are available in up to 17 different languages including English and all the United Nations official languages. The Global eLearning Programme typically delivers its courses via an online platform, but also provides services to remote regions that do not have access to stable internet connections through an offline mirror platform. Our courses can be delivered as standalone to provide or can be readily integrated with other existing training available globally to provide a blended learning experience, widening the audience of the training, and cut down on their costs and time. The Global eLearning Programme strives to reach and benefit a wide audience by providing a number of free courses, including on Human Rights, Anti-Corruption, HIV/AIDS and Gender Issues. In doing so, the Global eLearning Programme contributes to the achievement of Sustainable Development Goals: 5 (Good Health and Well-Being), 8 (Decent Work and Economic Growth), 10 (Reduced Inequalities), 16 (Peace, Justice and Strong Institutions) and 17 (Partnerships).

Blended Learning in Training for Field Officers in Pakistan

May 9, 2018 ISLAMABAD Global eLearning Programme in partnership with the UNODC Country Office Pakistan has localised a series of UNODC eLearning modules on land interdiction techniques and smuggling of migrants into Urdu. These eLearning courses are now being delivered online to law enforcement officers in Pakistan through a country-wide network of eLearning centres and blended with the contents of specialised training workshops for more effective and standardised transfer of knowledge across all regions and agencies in Pakistan.

An inter-agency training workshop on "Financial Investigation of Assets on Human Trafficking and Migrant Smuggling" was held on 17-18 April 2018 in Lahore, Pakistan. The training included UNODC eLearning modules on smuggling of migrants. The modules helped to build common understanding between the participants on the modus operandi of those engaged in smuggling of migrants, the requirement to treat the smuggled migrant as a victim of crime, the use of specific investigation techniques including financial investigations and the use of international cooperation against the networks involved in the illicit trafficking of persons.

A training workshop on "Illicit Drug Trafficking & Diversion of Precursors" was held on 25-27 April 2018, in Peshawar, Pakistan. In addition to lectures and presentations delivered by experts at the workshop, UNODC eLearning courses were instrumental in developing the participants' baseline level of knowledge on identification and interdiction of precursors chemicals and ensuring a common understanding. Participants rated the workshop, which encompassed the versatility of a blended learning approach including lectures, presentations and self-paced eLearning modules, as very effective, and they gained new knowledge and learned international best practices on controlling the illicit trafficking of drugs and precursors.

UNODC Global eLearning Programme Releases New Modules

April 2, 2018 VIENNA - UNODC Global eLearning Programme continuously works on producing new modules, and localizes them for specific regions. We are pleased to announce 7 new modules are now available on the UNODC eLearning Platform.

Four of these new modules are localized to Urdu from existing modules under the Land Border Interdiction course. The fifth module is also localized to Urdu and is part of the Interview and Search of Persons course. The sixth module is localized to French and is under the Human Rights course. The seventh and last new module is localized to French, and is under the Investigating Drug Organized Crime course.

The team continues to work on the production of new modules and localization of modules to different languages. There are currently 33 different courses with more than 350 modules. Browse our full list of courses and modules.

Mobile Training Units handed over to the Narcotic Control Board in Ghana

March 13, 2018 ACCRA - A Global eLearning Mobile Training Unit was handed over to the Narcotic Control Board (NACOB) in Accra, Ghana in March 2018. That is being implemented by UNODC in partnership with the Economic Community of West Africa States (ECOWAS) to support their efforts in combating drug trafficking, drug abuse, and organized crimes related to these activities in the region of West Africa.

A mobile Training Unit (MTU) consists of specialized equipment plus a server and it can be deployed in any country regardless of its location or network. MTUs contain UNODC training modules and are used to deliver training to improve capacity of law enforcement agencies to fight drugs and crime.

Global eLearning Participates in the 61st Session of the Comission on Narcotic Drugs

March 12, 2018 VIENNA - The 61st session of the Commission on Narcotic Drugs (CND) took place at the UN office in Vienna from the 12th to the 16th of March. The aim of the session was to promote efforts to stop organized crime, fight against illicit drugs, protect human rights, enabling development, and insuring right-based treatment and support. The Global eLearning Programme participated in this session with an exhibition displaying its services, which align with the goals of this session.

The Global eLearning Programme currently offers 33 training courses that compose of more than 350 modules. The courses focus on various themes related law enforcement and human rights protections. Current themes are related to security and human threats such as transnational organized crime, illicit drugs, trafficking in persons and smuggling of migrants, and issues relating to border control, forensics and laboratories, controlled deliveries, security and travel documents, intelligence, HIV and AIDS and human rights.

Some of the courses are open to the public free of charge aiming to raise awareness on HIV/AIDS, Human Rights, and Anti-Corruption. Most other courses are exclusively available to organizations and governmental institutions to train different law enforcement officials around the world. Global eLearning also creates new modules, and localizes existing ones to different languages on a regular basis.

In the CND session, Global eLearning representatives met and spoke to more than 150 individuals, who either had experience with our platform or who were interested in learning more about it, and possibly having access to a trial.

Regional Workshop to prevent and combat the Smuggling of Migrants

December, 2017 CAPE TOWN - UNODC held a workshop to "Prevent and Combat Smuggling of Migrants by Air through Strengthened Capacity to Examine Security Documents". The workshop took place in Cape Town from 4 - 8 December 2017 in the framework of UNODC's cooperation programme with the Government of South Africa and was funded by UNODC Global Programme Against Smuggling of Migrants with participation of twenty officials from six countries of the Southern African Region, namely South Africa, Botswana, Lesotho, Zimbabwe, Malawi and Namibia. The overall objective of the workshop was to enhance the capacity of criminal justice practitioners in the Southern African Region to detect and investigate cases of suspected smuggling of migrants while raising awareness of the rights of smuggled migrants.

The four-day capacity-building workshop included a UNODC eLearning course on Security Document Examination. These modules, developed under the UNODC Global eLearning Programme in partnership with the Laboratory and Scientific Section, introduce unique features of security documents that are introduced through common printing techniques. The eLearning course was followed by instructor-led content facilitated by Ms. Samiah Ibrahim, a Document Examiner from Canada.

This workshop demonstrated several benefits of incorporating learning in capacity development. Incorporation of eLearning:
- Reduced the number of training days required without sacrificing content;
- Ensured that training was standardised, human rights- and gender- mainstreamed and aligned with United Nations standards and norms;
- Freed up more class time for critical practical work;
- Ensured that participants had a common understanding of technical concepts and terms,
- Ensured all participants had a similar baseline level of knowledge;
- Simplified workshop evaluation and reporting through an automated pre- and post- knowledge test results analysis.

Participants rated the workshop as very successful, commenting that they had gained knowledge, new information and new insights that will be helpful in the way they approach their work.

UNODC Global eLearning Programme & Agenda 2030 for Sustainable Development

September, 2017 UNODCs Global eLearning Programme supports the implementation of Agenda 2030 for Sustainable Development, "a plan of action for people, planet and prosperity", with over 400 modules integrated into eLearning courses on a diverse range of human security and health challenges such as wildlife crime, human trafficking, gender-based violence and other, criminal investigations, as well as promoting justice, human rights and international cooperation. Our training courses are designed by UNODC subject matter experts to address these challenges and are being delivered online and offline across the world in line with United Nations standards and norms and other relevant international instruments. The eLearning Programme contributes especially to the achievement of Sustainable Development Goals 3 (Good Health and Well-Being), 5 (Gender Equality), 8 (Decent Work and Economic Growth), 10 (Reduced Inequalities), 16 (Peace, Justice and Strong Institutions) and 17 (Partnerships).

Investment in eLearning is cost-effective and contributes to sustainable knowledge transfer as part of a blended learning approach. Incorporation of eLearning into projects and programmes helps to ensure standardisation of UNODC training, including mainstreaming of human rights and gender into all courses.

Cambodia Improves Border Security Through eLearning Training for Customs Officers

June 15, 2017 PHNOM PENH - To strengthen Cambodia's capacity to counter transnational trafficking, on 15th of June a training course on Container Inspection at Seaports was conducted by UNODC for 20 Customs officers in Phnom Penh City. With over 500 million sea containers transported across the globe every year, law enforcement officers must be always watchful to detect, check, prevent and combat the illicit trafficking of weapons, drugs, precursor chemicals, wildlife and other items that could either be utilized for terrorist activity or benefit transnational organized criminal groups.

Cambodia is a country of import, export and transit of various illicit trade items and a country at risk from transnational organized threats such as heroin, opium, synthetic drugs, precursors, illegal wildlife and timber, weapons, counterfeit goods and falsified medicines.

The modules, provided by the Global eLearning Programme, show the concepts and techniques of how to thoroughly search a container. They cover the different areas of a container and where spaces are or can be created and how to search these areas in a systematic way.

This training helped the participants understand the basic and modern techniques used in the preliminary assessment of cargo in order to identify shipments of cargo that may be carrying illegal drugs. The Global eLearning Programme received positive and valuable feedback.

Global eLearning team presents the Programme during CCPCJ 2017

May 25, 2017 VIENNA - The UNODC's Global Programme Against Money Laundering, Global Programme against Cybercrime, Global eLearning Programme and CRIMJUST were brought together to share their expertise and knowledge on cryptocurrencies during the 26th Commission on Crime Prevention and Criminal Justice. The joint concern of the rising risk of and the threat posed by the use of technology by organized criminal networks, and, more specifically, the use of cryptocurrencies, brought together over 100 participants that joined the side-event titled "Investigation of MoneyLaundering and Terrorist Financing with Cryptocurrencies- Can we track criminal cryptocurrencies? Yes, we can!''.

In collaboration with the Global Programme Against Money Laundering, the Global eLearning Programme presented the courses on Anti-Money Laundering. During this side-event, Mr. Nicolas Caruso, the Production Associate of the Global eLearning team, also spoke about the collaboration between the Global eLearning Programme and Member States and gave a talk on the sustainable development of the Programme.

"The course on Anti-Money Laundering is a good basis for further study on the subject. Qualified anti-money laundering professionals are in demand as organisations increase their focus on risk prevention," he said.

The side-event led to a useful exchange of ideas, information about programmes and evaluation of successful strategies, leading to a better coordination between programmes in order to ensure a holistic approach to combat the threats posed by cryptocurrencies.

Pakistan enhances law enforcement capacity through eLearning

May 10, 2017 PHNOM PENH - MULTAN - United Nations Office on Drugs and Crime (UNODC) Country Office in Pakistan has introduced an eLearning programme to strengthen law enforcement agencies for the elimination of crimes in Pakistan. UNODC Representative Cesar Guedes visited the newly established eLearning centre at Police Lines in Multan.

"UNODC is currently transforming the training platform from computer-based to full-scale eLearning so it could be made available in online format with additional features and benefits," Guedes emphasised.

The UNODC representative maintained, "Within the framework of UNODC Pakistan Programme, eLearning has been identified as a priority assistance towards building the law enforcement capacity so it can meet security challenges, as well as community expectations."

Brand New Global eLearning Programme Platform launched

April 15, 2017 VIENNA - The UNODC Global eLearning Programme is pleased to announce the launch of the updated and enhanced version of its eLearning platform used by over thousands of participants from the Member States' government authorities, international organisations and the general public. The new platform provides a fast and efficient way of accommodating the increasing amount of users that have grown from 3,000 in early 2015 to 30,000 in 2017.

On the 3rd April 2017, the new Learning Management System began giving learners the ability to access new features. Users of this brand new and state-of-the-art learning platform will experience the following improvements: minimal, cutting-edge design that is easy to navigate; simplified account creation; compatible with all devices (eg. desktop, tablets and mobile); improved advanced course search; streamlined learning record management; quality assistance, including 24/7 Helpdesk support and easy-to-understand documentation.

Pakistan Conducted Workshop: Intelligence Analysis modules delivered at law enforcement inter-agency training-workshop

April 22, 2017 MURREE, PAKISTAN - UNODC's Country Office in Pakistan, under the Border Management Programme, offered eLearning modules to law enforcement officials in a training workshop conducted from 17-21 April 2017. The inter-agency workshop, titled "Operationalization of the Criminal Intelligence Products", was attended by participants from Anti-Narcotics Force Pakistan, Federal Investigation Agency Pakistan, Pakistan Customs, and the FATA Secretariat.

In order to maximise the training impact, eLearning modules on Basic Intelligence, Intelligence Analysis and Financial Investigation were integrated in the course syllabus, which helped the participants understand the basic and modern techniques used in collecting and analysing criminal intelligence.

UNODC Pakistan, with the support of Global eLearning Programme, ensures that the relevant eLearning courses are incorporated into the training curricula of law enforcement at large for better knowledge transfer to law enforcement personnel.

Jakarta Centre for Law Enforcement Cooperation improved security through capacity building

April 15, 2017 INDONESIA - During the first quarter of 2017, JCLEC was visited by several senior dignitaries and law enforcement organizations. The Ambassador of Canada to Indonesia, the Ambassador of Australia for Counter-Terrorism, Australian Border Force and Indonesian Coast Guard (Bakamla) representatives were introduced to the Global eLearning Programme, as one of the main capacity building training facilitations.

Some of the Global eLearning training modules are mandatory for the participants. This includes the investigation skills training that were held in January, and the Indonesian-Timor Leste border cooperation Programme held in February. In addition, eLearning trainings on other various topics at JCLEC are offered to be taken on one's own initiative. The Global eLearning Programme received positive and valuable feedback. Whereas, many participants expressed their interest for more training modules to be translated into Bahasa language, along with the mobile access feature.

eLearning training offered to Kenya Wildlife Services

October 19, 2016 KENYA - The 34 Gazetted Scenes of Crime Officers from Kenya Wildlife Services used the UNODC's eLearning modules as a pre-requisite to attend the two weeks advanced training "Advanced crime scene procedures and techniques to be applied when attending to suspected wildlife crime scenes". As per the evaluation of the course by the participants, the eLearning modules provided a good base in preparation for the practical course, ensuring that all participants started on common ground.

Success in Thailand!

August 18, 2016 THAILAND - We are pleased to announce the successful participation of Thailand on the eLearning Training Programme. Thailand represents a prominent place with its month-by-month growing interest on elearning-based possibilities. The training campaign of the Royal Thai Police-Police Educational Bureau ( RTP PEB) has reached 2250 certified users through the utilization of the Mobile Training Units. Thailand has provided trainings to 6 training centres so far in Ubonratchathani, Undorthani, Songkla, Yala, Lampang and Surat Thani. The delivery of mobile trainings of "Human Trafficking" is in progress to a further 19 police training centres all over Thailand.

UNODC and SODC of Vietnam held a training programme on transnational organized crimes

August 18, 2016 VIETNAM - UNODC and SODC of Vietnam held a training programme on transnational organized crimes using UNODC's Global eLearning platform and BLO Field Tablets in Hanoi. The aim of the training was to increase awareness and the capacity of border officials to address cross-border crimes, with a focus on detecting and interdicting transnational crimes. Providing standardized training within the Border Liaison Office network has been highlighted as a top priority according to UNODC and the Ministry of Public Security, Standing Office on Drugs and Crime, and the Vietnam National Steering Committee.

August 2016 VIETNAM - A weeklong training was organized for multi-agency law enforcement officers in Long Xuyen, Vietnam using UNODC Global eLearning Modules and BLO Field Tablets with live simulations on anti-smuggling techniques to counter transnational organized environmental crimes.

Programme Extension until 2020

July 25, 2016 VIENNA - During the Inter Divisional Task Team Meeting on 1 June 2016, the participants recommended the extension of the Programme until December 2020 to ensure a stable and progressive delivery. It was confirmed that the Programme is a strategic "Corporate Service" for delivering UNODC capacity building. Other sections and Programmes mentioned the good cooperation that exists between them and the Global eLearning Programme. An emphasis on the positive outcomes of eLearning training as a complement to human training has been highlighted and recognized.

Myanmar: Three eLearning trainings delivered

July 15, 2016 MYANMAR - The Border Management Team of the Partnership Against Transnational Crime through Regional Organized Law Enforcement (PATROL) delivered capacity-building training in Kawthaung, Tachileik and Myawaddy in Myanmar. UNODC eLearning contents and tablets were used during the three trainings in May. A total of 36 police officers received access to the UNODC eLearning contents in Burmese and English. The trainings focused on drug organisations, human trafficking, smuggling of migrants, wildlife crime, land border interdiction, container profiling and examination.

Thailand: eLearning trainings for Police Officers

July 14, 2016 THAILAND - The Royal Thai Police adopted UNODC eLearning in order to train new police cadets and frontline officers. In 2015, 600 officers were trained in the southern provinces of Thailand focusing on government identified emergencies such as human rights, human trafficking and smuggling of migrants. In 2016, training is being delivered throughout the country and its borders. A total of 600 police officers are in training with the mentioned modules and also on issues concerning drugs and crime.

Tonga: Two Global eLearning Trainings delivered

July 13, 2016 TONGA - Alongside with the Global Programme against Money-Laundering, two trainings have been delivered in Tonga. On 2 May, 9 Tonga police officers were trained through UNODC eLearning contents. On the second training, on 13 May, 18 police officers received training with UNODC eLearning modules on the topics covering UNODC mandate.

First UNODC eLearning Centre established in Timor-Leste

March 22, 2016 DILI - The first UNODC eLearning Centre has been established in Timor-Leste at the Police Training Centre in its capital, Dili.

The installation of a customized eLearning Management System has been completed by UNODC in February 2016. The new system is composed of 48 eLearning modules in Bahasa and 88 in English covering 22 courses. After the installation, a "Training for Trainers" was also delivered to the officers of the National Police Training Academy (NPTA).

The Timor-Leste Police Training Centre was established in 2009 as a Computer Based Training Centre. After the update of the hardware and software, it is one of the most updated UNODC eLearning Centre in the world. The equipment and the content will aim to enhance knowledge and technical skills of the National Police officers of Timor-Leste in order to tackle organized crime, drug trafficking, human trafficking and strengthen border control capacity.

Following the installation of the eLearning Centre, a two days "Training for Trainers" for the Police staff at the Academy has been conducted. Learners received a specialized UNODC training course which will enable them to continue to deliver and manage eLearning training to law enforcement officers in Timor-Leste. In total, eight police officers participated, including the National eLearning Focal Person for Timor-Leste, who will be responsible for future training.

Timor-Leste's Police authorities that had participated in the activity expressed their appreciation to UNODC for the delivery. The establishment of the eLearning Centre has been made with the financial contribution of the United States Bureau of International Narcotics and Law Enforcement Affairs (INL).

UNODC delivers first mobile eLearning unit in Africa

UNODC delivered, for the first time, an eLearning Mobile Training Unit in Liberia, Africa. 13 Officers have been trained during this session. Officers from the Bureau of International Narcotics and Law Enforcement Affairs and the United Nations Missions in Liberia described their eLearning training as a success and complimented the quality of the equipment as well as the service. First eLearning training conducted at training centre in Faridabad, India

December 1, 2015 FARIDABAD - The first eLearning training course at National Academy of Customs Excise & Narcotics (NACEN) in Faridabad was conducted on the 30th November 2015. The training lasted 2 days and trained 22 Bhutanese law enforcement officers. The training centre and participants of the training have described their eLearning experience as a great success and plan to continue eLearning training at the their centre in Faridabad.

UNODC Goodwill Ambassador using eLearning to raise awareness on Human Trafficking

October 5, 2015 VIENNA - The Belgian pop singer, Ozark Henry who recently became UNODC National Goodwill Ambassador against Human Trafficking, has looked into the UNODC training on Human Trafficking in order to become familiar with advanced UNODC training tools on this subject matter. eLearning Training conducted in Lao and Indonesia

Through the use of the Mobile Training Unit, Lao PDR has now trained 15 officers, including officers from the International Relationship Department, Immigration Department as well as the Public Security. Subject Matters covered during the training included: Introduction to Smuggling on Migrants, Investigative Approaches to Smuggling on Migrants and Investigative Techniques to Counter the Smuggling on Migrants. Moreover, 20 participants in Indonesia have been trained during a Cyber Crime Training, which was funded by the AFP and conducted at the JCLEC from 3 to 14th August 2015. During their free time, the participants have further managed to obtain 71 certificates on all the Bahasa modules, illegal logging and Cyber Crime modules.

Royal Thai Police Educational Bureau delivered 220 eLearning training to front line officers

During the first six months of this year, RTP-PEB delivered 220 eLearning trainings to front line police officers in Northeast Thailand. PEB is using the Mobile Training Units delivered by UNODC in December 2014 with 76 learning modules in Thai. As of August 2015, PEB will launch further 15 eLearning training courses for 600 officers in southern Thailand. During a meeting with the UNODC staff, PEB Commissioner, Pol. Lt. Gen Promtorn Parkart, stated that UNODC eLearning is effective, compact, and quick to deliver. Trainees also rated the training as highly satisfactory.

eLearning Training for Trainers in Bangkok

From the 14 th to 16 th July, the Global eLearning Programme will be delivering training for the eLearning focal persons in the Great Mekong Sub-region and Indonesia. During this training, focal persons will be introduced to new features of the UNODC learning management system and taught how to deliver the courses to their front line officers in localised languages. These courses are expected to be delivered to national officers upon return of the respective homes of the trainers.

Cambodia National Authority for Combating Drugs conducts eLearning training in Phnom Pehn

The NACD recently conducted eLearning training for 10 deputy Provincial Police Commissioners and the Permanent Chairman of the Border Liaison Officers (BLO) in Cambodia. The Cambodian authorities are delivering UNODC eLearning training to build knowledge and operational capacity of the BLO officials and to expand the effectiveness of the eLearning Programme. Moreover, Mobile eLearning Units activities will be operational in border areas with remote internet access in the weeks to come.

UNODC e-Learning Training Center established for Maldives authorities

The UNODC Regional Office in India, in collaboration with the Global eLearning Programme deliver to the Maldives Customs Service a Mobile eLearning Centre in Male, Maldives. The eLearning Centre is comprised of 90 training modules. The training provided via this Centre aims at capacity building of drug law enforcement officers from the Maldives Customs Service, the Maldives Police Service, the Maldives National Defense Force, and Department of Immigration and Emigration. The training centre represents the 39th CBT/e-learning centre in South Asia and boasts the advantage of remotely giving access to training material without the need for internet access. UNODC launches the Cybercrime Repository

In occasion of the 24th Commission on Crime Prevention and Criminal Justice (CCPCJ), UNODC launched the online Cybercrime Repository - consisting of databases of legislation, case law and lessons learned on cybercrime and electronic evidence. The purpose of the repository is to expand knowledge and share information on national practices and strategies in preventing and combatting cybercrime. The UNODC Global eLearning Programme has integrated the repository website (http://cybrepo.unodc.org) into the cybercrime course available on the platform.

eLearning Workshop at the Police Academy of Cambodia

The Police Academy of Cambodia (PAC) conducted an eLearning Training on 19 and 20 March 2015. Ten senior police officers attended the training and were trained with seven different eLearning modules. This was the first activity in Cambodia using the Mobile Training Units (MTUs) delivered by UNODC in December 2014.

eLearning Training at the Jakarta Centre for Law Enforcement Cooperation (JCLEC)

On 9 March 2015, an eLearning Training was held on Smuggling of Migrants at the Jakarta Centre for Law Enforcement Cooperation (JCLEC) in Semarang, Indonesia. The training was attended by 25 police officers from Indonesia, Bangladesh, India, Iran, Malaysia, Myanmar, Pakistan, Sri Lanka and Vietnam. The trainees stayed at JCLEC for two weeks and accessed the UNODC eLearning courses at their accommodation after an introduction in the training lab.

Global eLearning Programme Delivers Cyber Lab Centre in India

UNODC's Regional Office in Delhi in collaboration with the Global eLearning Programme on drug law enforcement has been installed at the cyber lab centre of the Punjab Police Academy in Phillaur. The centre comprising of 15 computers, marks the 31 st Global eLearning Programme centre in India. The Punjab Police Force is the first state police in India to receive eLearning training capacities at this academy.

eLearning Training for Front-line Law Enforcement Officials Commences in Cambodia

In the presence of the Secretary General of the National Authority on Combating Drugs and representatives from various national law enforcement agencies, UNODC representatives handed over an eLearning Mobile Training Unit (eLMTU) in a ceremony held at the Ministry of Interior. Gen. Dr. Meas Vyrith, the Secretary General of NACD, spoke favourably about the eLMTU as enabling "frontline officers from the Police, Immigration and Customs to finally have the chance to be exposed to a wide range of information and training material in the Khmer language in order to tackle transnational crime". The eLMTU contains 18 training courses, including 84 modules in the Khmer language.

eLearning Workshop & Training at the Jakarta Centre for Law Enforcement Cooperation (JCLEC)

In addition to opening a new CBT (Computer Based Training) centre at the National Police School in Purwokerto, JCELC held a training event on transnational child exploitation by utilizing the eLearning module on Human Trafficking. The workshop successfully delivered training to 20 participants.

eLearning Training at the Standing Office on Drugs and Crime (SODC) of Vietnam

On February 5, the Standing Office on Drugs and Crime of Vietnam (SODC) delivered a training on Human Trafficking through Mobile eLearning Training Units provided by UNODC. The activity was hosted by the Vietnamese Ministry of Public Security and attended by 10 officers from the People's Police Academy and the People's Public Security Academy.

eLearning Workshop Held by Myanmar Police Force

eLearning trainers of the Myanmar Police Force (MPF) concluded a workshop on UNODC eLearning for national officials in Nay Pyi Taw. The event was attended by senior Police officials and heads of divisions dealing with illicit drugs, transnational crime and training. UNODC eLearning will be adopted by MPF as a tool for capacity building of national officials and to deliver courses based at the Police Officer Training School in Nay Pyi Taw.

Training at the Police Academy in Sri Lanka

UNODC Global eLearning Programme and the Australian High Commission in Colombo delivered a training for trainers and 77 new eLearning modules for officials dealing with drug and crime matters. The learning contents were installed at the Sri Lanka Police College (SLPC) based in Kalutara, Sri Lanka. Moreover, 36 officers from the Sri Lankan border and customs agency received eLearning training focused on countering human trafficking. These results were possible thanks to funding by the Australian Federal Police (AFP).


September 2014

New UNODC eLearning centre established in India

In September 2014, a new UNODC eLearning centre was established at the Indian National Academy for Customs Excise & Narcotics, Regional Training Institute, Vadodara, Gujarat. The setting up of the centre was followed by a two-day CBT workshop for officers from the Customs and Central Excise Department of Gujarat. The online-training platform includes modules on drug identification and testing, search techniques, interdiction techniques, intelligence gathering, precursor chemicals and money laundering.
