The International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT) is a crucial instrument to effectively prevent and combat terrorist acts and other crimes involving radioactive material.
As part of its continuous efforts to promote the universalization and effective implementation of this Convention, UNODC implemented a workshop and held a series of key bilateral meetings with national stakeholders on 13-15 August 2024.
The workshop brought together over 20 representatives from seven government authorities. It was opened by Dr. Justino Ernesto Tonela, Permanent Secretary of the Ministry of Justice, Constitutional and Religious Affairs of Mozambique; Mr. Gavin Nardocchio Jones, the Head of Political and Public Affairs from the High Commission of Canada; and Mr. Antonio De Vivo, Head of UNODC’s Programme Office in Mozambique.
During the workshop, UNODC presented on the main provisions of ICSANT, benefits of adhering to it, and ICSANT’s synergies with UN Security Council resolutions and other international legal instruments against nuclear terrorism. The workshop included a practical component, which required application of ICSANT provisions, and explored relevant UNODC assistance.
UNODC held bilateral high-level meetings with the Ministry of Foreign Affairs and Cooperation (MINEC), the National Atomic Energy Agency (ANEA), and with representatives from the Tax Authority and the Ministry of Justice, Constitutional and Religious Affairs. During the meetings, UNODC underlined the importance of becoming party to ICSANT, and provided more insights into the technical and legislative assistance that UNODC can tailor to Mozambique’s needs in this context.
