Requirements Specification Study
The requirements study for the new modules of NDS 4.0 is initiated.  It is expected that this stage of analysis to be finalized by 27 Feb. 2000.

The scope of the study is going to cover the new modules in NDS 4.0 which are the License module, Establishment Management module, Annual Reports Questionnaire module, and Interface to ICPO.

The license module is going to provide national administrations with the ability to license establishment for dealing with controlled substances.  The system allows for two types of licenses which are open licenses and limited license.   Open licenses permit establishments to deal with a range of substances without limitations on quantity.  For example, a competent authority may license an establishment to deal with narcotics which would in effect allow the establishment to deal with all types of narcotics without limitations on quantity.  On the other hand, limited licenses permit establishments to deal with specific substances and with specific quantity limitations per substance.  The system gives the user the facility to print out license and/or transmit them electronically.

The establishment management module is intended to facilitate all types of transactions on the establishment level.   Furthermore, it has the ability to aggregate the establishment level details into the appropriate forms according to the substance type.  Only substances controlled by INCB aggregate into the forms.  In addition, the establishment management module tracks the stock within establishments and offers the facility of stock ledger reporting.   The inspection data against establishments could be recorded as well to be compared later on against the recorded stocks of establishments.  This module also offers the facility for domestic trade control.  For further information on the processes handled by the establishment module, please refer to the establishment management process diagram.  To gain an insight into the impact of transaction on the establishment level stocks, please refer to the stock management example.

The annual reports questionnaire module is intended to facilitate the collection of data from different data sources for the purposes of preparing the annual reports questionnaire to be submitted to the secretary general.   The module allows for the printing of the ARQ in the standard format and/or transmitting it electronically.

The interface to the ICPO system is intended to provide a common data format for the gathering, communication, and exchange of information on individual seizures.  This module implements the reporting formats of ICPO for the utilization of law enforcement agencies.
