Trainers’ Manuals Developed for Capacity Building of the Staff of the Probation Department
under the Ministry of Justice of the Kyrgyz Republic
Within the framework of the implementation of a comprehensive training programme for staff of the Probation Department under the Ministry of Justice of the Kyrgyz Republic, Trainers’ Manuals were developed to strengthen the professional knowledge and skills of probation officers.
The manuals provide systematised training and methodological materials that promote a common understanding of the purpose and objectives of probation, its role within the criminal justice system, and the professional competencies required of probation staff.
They include modules covering the implementation of all types of probation; preparation of probation reports, risk assessment and client classification, specifics of working with different categories of probation clients, the use of new communication and electronic technologies, as well as the effective application of automated information systems.
The training materials are designed to strengthen human resources capacity and support the professional development of probation staff, while also serving as a reliable tool for trainers by ensuring a structured and consistent approach to the transfer of knowledge and skills.
The Trainers’ Manuals are the result of eighteen months of joint work by an authoring and training team composed of heads of divisions and units, as well as senior and leading specialists of the Probation Department. The materials were developed by UNODC National Expert Takhmina Ashuralieva and Probation Department staff, under the overall editorship of UNODC International Expert Alexandra Kerna.
Based on these materials, more than 400 probation officers - over 200 of whom are women - have been trained. In addition, national trainers continue to train their colleagues at the local level.
In September 2025, the Probation Department marked six years since its establishment. Founded in 2019 it has made significant progress in achieving key objectives, including the institutionalization of probation into the criminal justice system of the Kyrgyz Republic, the adaptation of international best practices , and the strengthening of internal structures and effective systems for working with probation clients.
