On 24 November 2021, as part of her official visit to Uzbekistan, Ghada Waly, Under-Secretary-General of the United Nations/UNODC Executive Director, met with Akmalkhuja Mavlonov, Chairperson of the State Customs Committee of the Republic of Uzbekistan.
During the meeting, Ghada Waly and Akmalkhuja Mavlonov discussed the issues of strengthening the capacities of the State Customs Committee under the new UNODC Programme for Central Asia 2022-2025 and enhancing interagency cooperation in data exchange via information systems of other relevant state agencies. The issue of the further development of the Situation Center established at the State Customs Committee in March 2021 was also discussed at the meeting.
The Situation Center acts as an operative coordination center in conducting joint operations between different law enforcement agencies at country, regional and international levels. UNODC provided over US$ 600,000 in support to establish the Center.
The Center aims to enhance interagency coordination in the monitoring of the work of the road, railway and airport border crossing points and improves the analytical capacity of the operations units of law enforcement agencies. It facilitates the centralized collection, processing and analysis of intelligence; cooperation in information exchange based on intergovernmental and interagency agreements in countering narcotics, transnational organized crime, smuggling and violation of customs regulations.
Ghada Waly observed the capacities and operation of the Center. She was given a presentation on online data collection and analysis in real-time, the Center’s outcomes and key performance indicators.
The UNODC’s support in the establishment of similar centers will be replicated across the region as part of the implementation of the UNODC initiative on enhancing the capacity of border crossing points and improving cross-border cooperation by promoting the Border Liaison Offices’ concept and developing information and communication networks for border control and law enforcement agencies.
