UNODC Strengthen Capacities to Protect Children Online in Panama

The United Nations Regional Office on Drugs and Crime for Central Central America and the Caribbean (UNODC ROPAN), through UNODC Global Programme on Cybercrime, in coordination with the International Centre for Missing and Exploited Children (ICMEC), delivered the workshop "Investigation of Online Child Exploitation Cases", which took place in Panama City, Panama, from 19 to 21 March 2019.

The objective of this workshop is to strengthen Panama capacities to investigate, prosecute and sanction online child sexual abuse and exploitation. In this sense, the workshop emphasized on the threats that children may encounter on the internet, how offenders use the cyberspace to commit their crimes, and how can the institutions responsible for enforcing the law and sanctioning crime should adapt to the legal and technological changes posed by transformation in information and communication technologies.
The group that participated in this workshop was composed of 11 law enforcers, 11 prosecutors, 2 judges and 2 specialist of the Ministry of Security who deliver care for trafficking in persons victims
The main topics addressed on this workshop were:

  • Prosecution and legal status in Panama (related to cases of online child sexual abuse and exploitation).
  • Requesting evidence to internet service providers from the United States.
  • Undercover investigations.
  • The National Center for Missing and Exploited Children's (NCMEC) Cybertipline.
  • Social media investigations.
  • Legal situation in Panamá, related to prosecuting and sanctioning cases of online child sexual abuse and exploitation, complemented by a practical exercise conducted by UNODC.

This workshop had presentations delivered by Ms. Lourdes Gutierrez and Mr. Carlos Rosa from UNODC, Mr. Jason Barry from Facebook, Ms. Lindsey Olson from NCMEC, Ms. Pilar Ramírez from ICMEC, Ms. Noemi Sala from the Justice Ministry of Spain, SA Jesse Crowe from the Wisconsin ICAC Taskforce, Lt. Chad Gremillion from Lousiana State Police and Ms. Vanessa Fusco from Minas Gerais (Brazil) Attorney-General's Office.
