UNODC Continues Strengthening El Salvador Capabilities to Fight Crimes against Children Facilitated by Information and Communication Technologies

On October 28, 2016 the United Nations Office on Drugs and Crime (UNODC), in collaboration with El Salvador Prosecutors' Academy, completed the second training module "Cybercrime and Childhood and Adolescence". This training module was held at the Prosecutor´s Academy facilities, from 24 to 28 October, 2016.

The training module was directed to 26 prosecutors from different cities of El Salvador, selected from different units:  Antiextortion Unit, Unit of Crimes Related to Childhood, Adolescence and Women in their Family Relation, Specialized Unit against Human Trafficking and Related Crimes, Claims Receiving Unit and Criminal Youth Unit. The prosecutors were trained on legal, investigative and technical aspects related to crimes against children facilitated by information and communication technologies.

During the training module, technical aspects of cybercrime were explained by digital forensic examiners of the Attorney General of the Republic Office: Mr. René Marenco and Mrs. Sayda Panameño, who explained topics such as processing cybercrime scene and the Child Protection System (CPS) -online platform to perform cyberpatrollling to detect download of children sexual abuse and exploitation material, donated by the FBI to El Salvador National Civil Police with the help of UNODC.

The training module was be developed by UNODC Consultants Mr. Víctor Rodríguez and Ms. Blanca Díaz, who explained topics such as applicable law in El Salvador on cybercrime matters, presenting digital evidence before court, witness preparation and interrogation and cybercrime offences sanctioned overseas: grooming, cyberbullying, sexting, sextortion and children sexual abuse and exploitation facilitated by information and communication technologies.

The training module ended with a mock trial performed by the participants in order to ensure a better understanding of the training module's content. With this activity UNODC strengthens its compromise of improving the capacities of El Salvador institutions responsible of countering cybercrime, through increasing their investigative expertise.

This training module was developed thanks to the financial resources provided by the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the Embassy of the United States in El Salvador under the project "Strengthening of the capacities of El Salvador National Police to effectively identify and investigate cybercrime cases", implemented by UNODC.
