UNODC Continues Strengthening El Salvador Capacities to Prosecute Computer-Related Crimes against Systems, Data and Other Goods

The United Nations Office on Drugs and Crime in collaboration with El Salvador Prosecutors' Academy developed the Second Training Module "Cybercrime against Information Systems, Data and Other Legally Protected Goods". The training module aim was to train prosecutors on the effective application of El Salvador Specialized Law against Cybercrime and Related Offenses, as well as other laws applicable on cybercrime cases against data systems and private property.

The training was implemented from 15 to 19 May, 2017, in San Salvador, at the Prosecutors Academy facilities.  The training was attended by 19 prosecutors from different units: Unit against Crimes to Private Property and Intellectual Property, Criminal Unit of the State, Unit against Crimes of Administration of Justice, Claims Receiving Unit, and Unit against Organized Crime and Criminal Youth Unit.

The training module began with an introductory presentation on cybercrime delivered by Ms. Nayelly Loya, who explained the generalities of cybercrime. In addition, the training was delivered by a team of trainers lead by Mr. Victor Rodríguez, international trainer on cybercrime prosecution, supported by digital forensic analysts of El Salvador Attorney's General Office and El Salvador National Civil Police.

Furthermore, on the training the following Chapters of El Salvador Specialized Law against Cybercrime and Related Offenses were studied: Chapter 1, Crimes against Systems; Chapter 2, Crimes against Property; and, Chapter 3, Crimes against Data and Information. For every crime sanctioned by the Special Law it was explained the legal interest at stake, ruling verb, regulatory elements and sanction. The training also covered aspects such as: Presentation of digital evidence before court, witness preparation and interrogation, as well as processing of the cybercrime scene. The training concluded, with a mock trial performed by the participants in order to facilitate a better understanding of the training module's content. The training module was closed by Ms. Nayelly Loya, Deputy Head of UNODC Programme Office for El Salvador and Ms. Roxana Rivera, Prosecutors' Academy Deputy Director.

The training module was delivered thanks to the financial resources provided by the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the Embassy of the United States in El Salvador under the project "Strengthening of the capacities of El Salvador National Police to effectively identify and investigate cybercrime cases", which is being implemented by UNODC Global Programme on Cybercrime.
