Porto (Portugal), 16 September 2022 – The Container Control Programme (CCP) in partnership with the World Customs Organization (WCO), the Portuguese Customs Authority, and the Leixões Port Administration conducted training for customs officials from Angola and Mozambique in Porto, Portugal, from 12 to 15 September 2022. 25 officials, 20 from Angola and 5 from Mozambique, participated in a three-day training on risk management. The objective of the mission was to familiarize container control port units with the procedures currently in place in Portugal and the European Union, as well as to observe the daily work of these authorities – equipment and procedures in use – to stimulate cooperation and good practices exchange among Portuguese-speaking countries.
The training, conducted by the Portuguese authorities, focused on the Risk Management Cycle, Risk Analysis, Intelligence Integration Process, communication, visibility, discussion of practical cases, and practical training at the seaport of Leixões. All outdoor activities were conducted by port authorities and consisted of inspections of suspected cargo and analysis of scan images for the identification of illicit drugs.
The three-day training was followed by different activities at the seaport of Leixões, a tour, throughout which participants were familiarized with different parts of the facility and a presentation of port authorities on the management of the port, security measures, economic impact, cooperation with other authorities and countries, an overview of apprehensions, and planification. The last day consisted of hands-on training on inspection and scanner image analysis.
