Memorandum of Understanding (MOU)
Hua Hin (Thailand), 13 July 2009 - Delegates from Cambodia, China, Lao PDR, Myanmar, Thailand, Viet Nam and UNODC will attend a 3-day conference to discuss effective responses to address the threats posed by drugs.
This conference is part of a process - called the MOU process - which initiated in 1993, when the national authorities in charge of drug control in 4 Countries and UNODC agreed to join their efforts in order to build a trans-national response. In 1995, Cambodia and Viet Nam joined this process and agreed to sign the Memorandum of Understanding (MOU).
The purpose of this meeting is to review the progress of the recent activities (2007-2009) undertaken by MOU partners and to pave the way for the new interventions in 2009-2011. The new strategy will form the seventh Sub-regional Action Plan (SAP), which represents the engine of the MOU process.
The seven partners will define specific objectives and realistic outcomes, which will be implemented through the support of Donor Governments, as well as direct contributions from the MOU Members.
The focus of the future SAP will be on: i) Drug Demand Reduction; ii) Drugs and HIV/AIDS; iii) Alternative Development; iv) Law Enforcement; and v) International Cooperation on Judicial Matters.
The outcomes of this meeting will be then endorsed by the Ministerial Meeting, which will take place on 17 July 2007 in Hua Hin district, Prachuap Khiri Khan province (Thailand).
