Law enforcement agencies from West and Central Asia agreed to conduct the third phase of the regional operation on countering illicit trafficking of precursors

Participating countries reviewed the draft of the plan of the regional operation "Substitute.Phase 3" presented by CARICC and expressed their support to the plan and approved the modalities of the operation and its time frame.nal operation "Substitute.Phase 3". Law enforcement officers of precursors units from Afghanistan, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, and Uzbekistan as well as representatives from INCB, CARICC and UNODC participated at the meeting. It was agreed that the operation will focus on identification and interception of smuggled consignments of acetic anhydride as well as of non-controlled chemicals that are either directly used in the illicit manufacture of heroin or serve as a cover for smuggled consignments of acetic anhydride.

The meeting was organized under the auspices of the UNODC Regional Programme for Afghanistan and Neighbouring Countries with funding from the European Union and Finland. Expert support to the meeting was provided by INCB.
