Special Adviser to the SRSG on Counter Narcotics

Regional Representative for Afghanistan and Neighbouring Countries

 

 

Mr. Andrey Avetisyan of the Russian Federation has been appointed as UNODC Regional Representative for Afghanistan and Neighbouring Countries and Special Adviser to the Special Representative of the Secretary-General (SRSG) on Counter-Narcotics in Octobr 2014.

Mr. Avetisyan is a seasoned diplomat who served in various capacities with the Ministry of Foreign Affairs of the Russian Federation. From 2009 to 2014, he served as Ambassador of the Russian Federation in Afghanistan. Before that, he was Deputy Director of the Department of European Cooperation at the Ministry of Foreign Affairs of Russia responsible for promoting multilateral regional cooperation. He also worked as Deputy Head of the Russian Mission to the European Union responsible also for Russia-EU relations in the area of Justice and Home Affairs, including cooperation with Europol and Eurojust on drugs and crime prevention.

Prior to his appointment as Ambassador, Mr. Avetisyan had two assignments in Afghanistan, which allowed him to gain in-depth knowledge of the country and the region. He speaks Pashto and Dari fluently.  

Mr. Avetisyan has a Master's degree in Business and Administration, specialising in international relations from the Moscow State Institute of International Relations, Russian Federation (1978-1984).
