Meeting Report of the Third Regional Consultation on Compulsory Centres for Drug Users in Asia and the Pacific

This report overviews the Third Regional Consultation on CCDUs in Asia and the Pacific, its agenda, and discussions that went into it. The consultation took place in Manila, Philippines in September 2015 supported by ANACAD as well as through the Swedish Governments contributing to UNCC. Delegates shared good practices of various forms of community-based treatment being offered in their countries. Also, for the first time, civil society was invited to share their experiences. Transition from Compulsory Centres for Drug Users to Voluntary Community-Based Treatment and Services: Discussion Paper

With this discussion paper, the expert working group aims to build on the outcomes of the previous Regional Consultations on the Compulsory Centres for Drug Users (CCDUs). It offers additional data and examples of country practices through formulating evidence-based recommendations to support the transitions from CCDUs to a comprehensive system of voluntary community-based treatment and complementary health, harm reduction, and social support services. This poster summarizes a transitional framework towards voluntary community-based treatment and services for People Who Use Drugs (PWUDs). Many countries in East and Southeast Asia responded to a rise in substance use in the region by establishing laws and policies that allowed for compulsory detention in the name of treatment for PWUDs. After the Third Regional Consultations in Manila, countries have acknowledged the need to support voluntary community-basedb treatment and services. [Full report]

Guidance for Community-Based Treatment and Care Services for People Affected by Drug Use and Dependence in Southeast Asia

This Guidance Document outlines community-based treatment as an alternative model to compulsory centres, which results in less restriction of liberty, is more cost-effective, less stigmatizing and offers better prospects for the future of the individual and society. The Guidance Document is aimed at helping practitioners in the health, social work and law enforcement sectors implement community-based Treatment.
