The Economic and Social Council, Noting that the Universal Postal Convention of Brussels (1952) and related agreements contain provisions limiting the use of the mails for the shipment of narcotic drugs, Recognizing the need for close co-operation between the Universal Postal Union and the United Nations on matters pertaining to the international control of narcotic drugs, 1. Requests the Secretary-General to send to the International Bureau of the Universal Postal Union a list of the narcotic drugs, including synthetic drugs, which are now controlled by the international narcotics conventions for transmission to the members of the Universal Postal Union for their information and guidance; 2. Further requests the Secretary-General to consult the International Bureau of the Universal Postal Union as to the arrangements which should be made both as regards supplementing this list from time to time and as regards the application to all narcotics controlled by the international narcotics conventions of the existing provisions of current international postal agreements which already apply to some narcotics; 3. Invites the Secretary-General to compile and transmit to the International Bureau of the Universal Postal Union semi-annual reports on any seizures of narcotics shipped by post that may have been effected; 4. Considers that the question of the use of mails for the illicit traffic in narcotic drugs should be further examined, and therefore requests the Secretary-General to study this matter and report thereon to the next session of the Commission on Narcotic Drugs; 5. Requests the Secretary-General to transmit to the Director of the International Bureau of the Universal Postal Union the summary records 64/ of the Commission's discussion on this subject and any other relevant documentation pertaining thereto. 739th plenary meeting, 64/ See document E/CN.7/SR.216.
