The Economic and Social Council, Recalling General Assembly resolution 3013(XXVII) of 18 December 1972, in particular sub-paragraphs (a) and (b) of the operative part of that resolution, Deeply concerned about the threat to human dignity and society posed by the continuous abuse of narcotic drugs, Recognizing that the Single Convention on Narcotic Drugs, 1961,70/ provides the international legal framework for the fight against the abuse of narcotic drugs, Recognizing in addition that the Protocol Amending the Single Convention on Narcotic Drugs, 1961,71/ is intended to strengthen that legal framework, Recommends Governments that have not already done so: (a) To ratify the Single Convention on Narcotic Drugs, 1961, or accede thereto; (b) To ratify the Protocol Amending the Single Convention on Narcotic Drugs, 1961, or to accede thereto. 1858th plenary meeting, 70/ United Nations, Treaty Series, vol. 520, p. 151.
