The 10th meeting of Heads of National Drug Law Enforcement Agencies, Europe (HONLEA Europe) was held in Vienna, from 2 to 5 July 2013. Representatives of 26 States members attended the meeting - Austria, Belarus, Belgium, Bulgaria, Finland, France, Germany, Ireland, Israel, Italy, Kazakhstan, Latvia, Lithuania, Malta, Netherlands, Norway, Romania, Russian Federation, Slovakia, Spain, Switzerland, Tajikistan, Turkey, Ukraine, United Kingdom of Great Britain and Northern Ireland, and the United States of America.
Observers included the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), the European Union, the International Narcotics Control Board and the World Customs Organization. Mr. Sandeep Chawla, Deputy Executive Director of UNODC, delivered opening remarks on behalf the Executive Director. The meeting was chaired by Ms. Simona Marin of Romania.
Participants at the HONLEA Europe 2013 meeting focused their working group discussions on demand reduction and related measures; on changing trends in drug use, including new psychoactive substances; as well as on effective responses to illicit drug trafficking using sea containers. On the basis of these deliberations, the meeting agreed on a number of recommendations aimed at moving forward the implementation of the 2009 Political Declaration and Plan of Action, which will be submitted to the Commission on Narcotic Drugs.
Experts from UNODC headquarters and field offices briefed the meeting on the progress of the UNODC/World Customs Organization Container Control Programme. Presentations were also made by container control officers from beneficiary countries, through which participants had the opportunity to make direct enquiries on the operational aspects of the programme and express their interest in strengthening regional cooperation.

(b) Responding to changing trends in drug use, including new psychoactive substances;
(c) Developing an effective response to illicit drug trafficking using sea containers.
