The Heads of National Drug Law Enforcement Agencies (HONLEA), Africa, came together for their 25th Meeting from 14 to 18 September 2015 at the Palais des Nations in Algiers. Almost 80 participants from the law enforcement, foreign affairs and health sectors discussed the status of drug control and treatment in the region and adopted a number of expert recommendations, which will be submitted to the next fifty-ninth session of the Commission on Narcotic Drugs (CND) in 2016 for its consideration.
The three working groups, held during the Meeting, focused on and adopted operational recommendations on designing effective strategies to address cannabis trafficking; border control measures and other methods to curtail drug trafficking; and judicial challenges, including differences in legislation, penalties and forensic capabilities. Participants at the Meeting emphasized that the cultivation and trafficking of cannabis continued to be of acute relevance for countries on the African continent. The emergence of new psychoactive and other substances not currently under international control, including prescription drugs, was extensively discussed as well.
The 25th Meeting of HONLEA, Africa, took note with appreciation of the Joint Ministerial Statement of the 2014 high-level review by CND of the implementation by Member States of the Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem. The Meeting also resolved to continue to support the preparatory process for the UN General Assembly special session on the world drug problem to be held in April 2016, in view of the request made by the Commission on Narcotic Drugs, in its resolution 56/10, to the meetings of the subsidiary bodies of the Commission to contribute to the monitoring of the implementation by Member States of the Political Declaration and Plan of Action at the regional level by discussing regional views on progress made in that regard.
