The online side event was organized by the Secretariat to the Governing Bodies of UNODC and co-organized by the Permanent Mission of Austria to the United Nations in New York.

Moderated by Delphine Schantz, Representative of the New York Liaison Office of UNODC, the side event examined the impact of COVID-19 on the world drug problem and crime prevention and criminal justice, and presented measures undertaken by the Commission on Crime Prevention and Criminal Justice (CCPCJ) and the Commission on Narcotic Drugs (CND) to Build Back Better.

The Chair of the Commission on Crime Prevention and Criminal Justice at its thirty-first session, Ambassador Takeshi Hikihara, presented the work and progress of the CCPCJ while recalling the importance of strengthening the global partnership to advance crime prevention and criminal justice, counter the effects of the COVID-19 in this field, and achieve the 2030 Agenda.

The latest contributions and initiatives of the CND were then introduced by Ambassador Ghislain D’Hoop, Chair of the Commission on Narcotic Drugs at its sixty-fifth session, and effective measures were explored to counter the impact of the pandemic on the world drug problem. In his intervention, he emphasized that addressing the world drug problem matters to Build Back Better, as access to effective and humane drug use treatment is a key aspect of promoting health and wellbeing worldwide.

The side event also touched upon the follow-up to the Kyoto Declaration 2021 and the Ministerial Declaration 2019, acting as multi-year workplans for the international community to advance, respectively, crime prevention and criminal justice, and the world drug problem.

The side event featured presentations from Dr. Gabriella Vukovich, Chair of the fifty-third session of the United Nations Statistical Commission, on the importance of robust statistical systems to build back better, as well as from Angela Me, Chief of the Research and Trend Analysis Branch of UNODC, on recent studies on the effects of the pandemic on drugs and crime, including topics ranging from the drug supply chain, migrant smuggling and human trafficking, to violence, organised crime, trafficking of COVID-19 related medical products.

Participants also had the opportunity to gain more insights on the working methods of the two Vienna-based Commissions through a presentation by Jo Dedeyne-Amann, Chief of the Secretariat to the Governing Bodies.
