Accessibility to and availability of internationally controlled drugs, while preventing diversion and abuse is the core of the Joint Global Programme, GLOK67, already part of the Fundamental Human Rights as recognised under the Right to Health (article 25) in the Universal Declaration of Human Rights and it's also mentioned in the Sustainable Development Goals (3.8).
Since the creation of the programme the United Nations Office for Drugs and Crimes has taken measures and drawn up recommendations aimed at helping Member States to ensure the availability of internationally controlled medications. The UNODC 2011 Discussion Paper details the role and work of the United Nations and also provides Informal Technical Consultation on Pain Treatment.
