The first meeting of experts was held in Rome from the 23-26 May 2011 at the Italian Superior Police Academy (Scuola Superiore di Polizia). Approximately forty five experts with direct experience in various aspects of organized crime from twenty one countries, international and regional organizations attended the meeting in order to present, and comment on relevant cases, and to provide suggestions on the method to develop the Digest. The meeting was held in English, French, Spanish and Italian .
Experts illustrated and discussed a large variety of organized crime cases. They also discussed the methodology to follow in drafting the Digest and identified specific thematic areas to cover. A Report on the results of the meeting was circulated. The methodological suggestions were reflected in a preliminary "structure" of the Digest, which was disseminated among all the experts.

The second meeting of experts was held in Cartagena, Colombia, from the 28 November to the 02 December 2011 at the Training Centre of the Spanish Cooperation Agency AECI (Centro de Formación Cartagena de la Cooperación Española - AECID). The meeting has been presented in English, French and Spanish.
The purpose was to provide opportunities for experts to discuss and to validate the approach adopted for the development of the Digest. Experts exchanged views and clarified questions related to the cases submitted by them, discussed the progress made so far in the elaboration of the Digest and identified possible gaps in the adopted structure. The meeting also allowed new cases to be submitted and to provide critical feedback on lessons learned and good practices emerging from those cases.

The third meeting of experts was held in Palermo from the 11-14 June 2012 in the premises of the Sicilian Regional Parliament - Palazzo dei Normanni. The meeting has been presented in English, French and Spanish.
In the third meeting the experts considered the draft of the Digest. They agreed on the general structure and content of the first four chapters and proposed some additions and modifications. They also agreed on the insertion of a new chapter V on features of specific offences and a last chapter VI on general issues concerning prevention. These two chapters have been subsequently drafted. The meeting also confirmed the favour of the experts for the perspective of the Digest to become a "live" document with adjournments on internet.
