YouTubeEuropean Union, UNODC Issue New White Papers on Probation and Criminal Justice Information Management under JUST4ALL Initiative in the Kyrgyz Republic
The United Nations Office on Drugs and Crime (UNODC) issued two white papers on probation and criminal justice information management to support the Government of the Kyrgyz Republic in evidence-based policymaking on the rule of law.
As part of the European Union co-funded project “Support to Justice Sector Reform in the Kyrgyz Republic: Advancing Probation and Criminal Justice Information Management” (JUST4ALL), the papers take a comprehensive look at the current state and envisioned directions of probation and criminal justice information management inline with international standards and best European practices.
As a recently established institution, the Probation Department under the Ministry of Justice of the Kyrgyz Republic is moving towards a community corrections model with the active participation of clients in the supervision process. The related white paper reviews the normative framework governing probation, discusses the need for individualisation of work with probation clients, assesses the feasibility of re-entry resource centres, and makes recommendations on recruitment policies and approaches to capacity development of probation officers as case managers. Based on this analysis, the report offers a roadmap for the development of sustainable probation services in the Kyrgyz Republic.
The report discusses the importance of providing reintegration activities, including behavioural correction work, based on the results of an individual risk and needs assessment and using an automated information system (AIS Probation). As the Probation Department moves forward with data-driven decision-making, it is important to integrate AIS Probation with the larger criminal justice information system, which was also largely supported by the European Union, to ensure ease of reference during the supervision and monitoring of probation clients.
This issue is addressed in the second white paper, which focuses on strengthening digitalisation in the criminal justice sector. This report includes a description of the main modules of the criminal information management system and reviews envisaged data protection safeguards, integration across the criminal justice chain and proposed sustainability mechanisms for the maintenance and continued functioning of the system.
Recommendations offer guidance in terms of bringing the criminal justice information management system to a stage where a criminal case can be tracked in a connected chain of systems from the time of registration through the investigation, prosecution, trial and appeals, and the serving of sentences by those convicted.
In addition to assisting the Government in evidence-based policymaking, the white papers inform the implementation strategy of the JUST4ALL project, which will run until 2025. JUST4ALL is co-funded by the European Union (EU) and co-funded and implemented by UNODC in partnership with the Ludwig Boltzmann Institute of Fundamental and Human Rights. The initiative promotes the humanization of the criminal justice system in the Kyrgyz Republic and is geared towards scaling up the country’s capacity to implement its criminal justice reforms.
