The UNODC-WCO Global Container Control Programme contributes to the enhancement of strategic trade and export control capacity of Port Control Units in Uzbekistan

From 31 July to 4 August 2023, the United Nations Office on Drugs and Crime (UNODC) conducted the CCP Strategic Trade and Export Control (STEC) Week I national training in Samarkand, Uzbekistan. This training was conducted within the framework of the UNODC-WCO Global Container Control Programme (CCP) and was attended by 19 representatives from the Customs Committee and the National Information-Analytical Center on Drug Control of the Republic of Uzbekistan. The participants included National Focal Points (NFPs) from central-level services and members of the Chukursay, Alat, and Yallama Port Control Units (PCUs), as well as representatives from the Customs Institute and the Ministry of Investment and Foreign Trade.

The Week 1 training, led by Oksana Nazarchuk, Law Enforcement Expert, Passenger and Cargo Border Team (PCBT) Border Management Branch at UNODC HQ, and Ercan Saka, UNODC Consultant, commenced with an overview of the Programme. The training included detailed sessions on key topics such as strategic trade control principles, weapons of mass destruction, UNSC sanctions, industrial equipment, materials, and electronics used in the development of biological and chemical weapons, as well as missile development programs. Additionally, the training covered nuclear and radioactive materials, human rights, and integrity considerations relevant to law enforcement officials. The sessions incorporated examples of good practices and case studies from various UN Member States.

The sessions were conducted interactively, a format that was warmly embraced by the participants. This approach facilitated active information exchange and engagement through group exercises. Each group presented their exercise outcomes, which were subsequently assessed and discussed by trainers and fellow group members. This collaborative approach contributed to a well-received and valuable training experience.

 The participants conveyed their appreciation to UNODC CCP for the engaging training that focused on practical and current aspects. This training significantly enhanced their knowledge levels and honed their hands-on risk profiling and targeting skills.   

The CCP Regional Segment for Central Asia is funded by the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), and the Export Control and Related Border Security (EXBS) Program, and the Government of France.
