UNODC conducted a training of trainers on prosecutorial oversight of compliance with Kyrgyz legislation on combating corruption

To improve prosecution of corruption and implementation of laws by prosecutors with the strict adherence to prosecutorial ethics, UNODC, in close partnership with the training center of the General Prosecutor’s Office and the Ministry of Finance of the Kyrgyz Republic, conducted a training of trainers (TOT) on “Prosecutorial oversight of compliance with the legislation of the Kyrgyz Republic on combating corruption”.   

 

The event aimed at increasing the capacity of prosecutors to effectively prosecute corruption and organized crime in line with international standards. The training gathered some 30 heads of regional departments on prosecution of corruption, representatives of the Ministry of Finance, professionals from the training center of the General Prosecutor’s Office.

 

The training also supported the enhancement of inter-agency coordination between GPO and the Ministry of Finance in improving joint work on anti-corruption.

Standard Operating Procedures to conduct inventory and analysis of legal acts of the Kyrgyz Republic and sectoral orders of the General Prosecutor’s Office on organizing work and maintaining prosecution on countering corruption was developed and presented at the TOT.

 

UNODC experts touched upon the public procurement, corruption risks in state procurement and related procedures in corruption cases and the role of the prosecutor in this process, including ethical considerations.

General characteristics of the legislation in the sphere of the use of state and municipal property, analysis the practice of combating corruption offenses by means of prosecutorial supervision was also reviewed during the training.

 

Training participants discussed a system of knowledge and a clear understanding of the prosecutor's professional ethics and conflict of interest, as well as to provide knowledge and skills on methods of conflict resolution.
