UNODC jointly with TADOC enhances the capacity of law enforcement officers in countering the organized crime in Uzbekistan

On 7-11 November 2022 UNODC jointly with the Turkish International Academy for Combating Drugs and Organized Crime (TADOC) held a training course on countering organized crime for 26 mid and high-level law enforcement officers of Uzbekistan in Ankara, Türkiye. The event was organized by UNODC ROCA project on Countering trafficking of Afghan narcotics and synthetic drugs in Uzbekistan through establishment of Interagency Mobile Teams (IMTs).

The training programme facilitated the exchange of the best practices and information among the law enforcement practitioners and contributed to effectively incorporating the knowledge and skills gained through the trainings into the operations. For one week the participants learned modern features of the national and transnational criminal organizations, identified scope of activities of the organized crime groups, nexus between drugs and organized crime, investigative methods and techniques applied in countering organized crime.  The participants also learned the experience of the Turkish National Police in intelligence circle, information sources and analysis in investigations against organized crime groups as well as technical and physical surveillance methods. As the training was practice-oriented, it showcased the case studies and key investigation workflow.

Fatih Ceylan, Deputy Head of Anti-Smuggling and Organized Crime Department of Turkish National Police highlighted: “Due to its unique geographical location, Türkiye is sensitive to the interest of the transnational organized criminal groups specialized in the smuggling. Turkish National police starting from 1980s has gained the solid experience in countering organized crime, including terrorist groups, money laundering and smuggling. For a long time TADOC is cooperating with UNODC ROCA in organization of such training courses and we hope to continue our partnership in the future”. 

 

The high level of engagement in the interactive training sessions and hands-on practical exercises led the most participants to assess its quality as "excellent" upon completion of the course.

Farkhad Sabirov, UNODC ROCA National Project Officer noticed: “The training program was very busy and rich of the real case examples on operations against criminal groups conducted by the Turkish law enforcement agencies. The active interaction between trainees and instructors allowed to exchange with the best practices and experience during the theoretical and practical exercises”.  

The component “Countering trafficking of Afghan narcotics and synthetic drugs in Uzbekistan through establishment of Interagency Mobile Teams (IMTs)” is initiated within the Sub-programme 1 “Countering transnational organized crime, illicit drug trafficking and preventing terrorism” of the UNODC Programme for Central Asia 2022-2025.
