UNODC Supports Institutional Development of Trafficking in Persons Coordination Councils in Kyrgyzstan

United Nations Office on Drugs and Crime Programme Office in the Kyrgyz Republic in partnership with the Governmental Administration of the Kyrgyz Republic and State Migration Service completed regional workshops on institutional development of Trafficking in Persons Coordination Councils in seven regions and Osh city of Kyrgyzstan.

Coordination Councils on preventing and combating trafficking in persons were established in each regional Government Administration in May 2018 with the support of the UNODC to ensure effective interagency cooperation and coordination of joint efforts of local government bodies and civil society organizations to implement the Government Programme on combating trafficking in persons and its Action Plan for the period 2017 - 2020 at local level.

The workshops aimed at strengthening the role and capacity of local government administrations of Batken, Jalal-Abad, Osh, Naryn, Issyk-Kul, Talas, Chui oblasts and Osh city to engage community-based organizations and ensure public outreach on prevention and combating trafficking in persons, as well as to monitor and evaluate the implementation of local TIP action plans endorsed in 2018.

According to Ms. Madina Sarieva, UNODC International Programme Coordinator: "Institutional development of TIP Coordination Councils and capacity development of its members to coordinate the work on prevention and combating trafficking in persons in the regions remains crucial. And in this regard the UNODC assistance to TIP Coordination Councils in all regions to develop relevant M&E and Reporting structure is provided on time to empower them to competently carry out M&E and reporting ahead of development of the new Action Plan of the Government Programme on combating trafficking in persons."

She also mentioned that UNODC conducted relevant consultations with the Government Administration and State Migration Service to conduct awareness raising & capacity development activities for members of TIP Coordination Councils and engage local civil society and youth organizations on issues related to monitoring and evaluation of TIP local action plans as well as to facilitate the discussion of development of unified reporting structure at regional level to further consolidation and submission by State Migration Service to the Government Administration.

During the workshops, some 200 participants: members of the TIP Coordination Councils, representatives of civil society and youth organizations obtained theoretical and practical skills on issues related to monitoring and evaluation of implementation of local action plans aimed to prevent and combat human trafficking, as well as developing the reporting and monitoring and evaluation structures and reporting liabilities to the TIP coordinating government agency - State Migration Service and the Government Administration.

UNODC provided expert support in the development of the Charter of the TIP Coordination Councils, which includes the rules and composition of members, and also held seminars for members of the TIP Coordination Councils to develop local plans to combat human trafficking for 2018-2019 in all 7 regions and the city of Osh.

Events are conducted as part of the UNODC project on criminal justice response to trafficking in persons in the Kyrgyz Republic funded by the Bureau of the US Department of State for Combating International Trafficking in Narcotic Drugs and Law Enforcement (INL).
