About the Project

The UNODC project Supporting Transformation, Peace and Security in the Horn of Africa, is financed by the government of Japan, with the overall objective of providing immediate tangible measures to conditions furthering peace and stability through secure trade and connectivity in the Horn of Africa region and in particular Eritrea and Ethiopia, by enhancing the security of the movement of people, goods, services and across boundaries to and from selected international entry ports (land, sea and air), and improving the criminal justice process in the countries of the region. The project also aims to enhance the understanding of the threat posed by transnational organized crime, illicit trafficking and terrorism in the Horn of Africa as the region prepares to strengthen trade ties and crossborder engagements. The project is being implemented within the framework of the UNODC Programme for Eastern Africa – Promoting the Rule of Law and Human Security in Eastern Africa (2016-2022) and its regional Countering Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes.

Project Outputs

I) Increased understanding of threats on transnational organized crime, illicit trafficking and terrorism in the Horn of Africa, including threat assessment report; II) Strengthening law enforcement institutional capacity to implement the United Nations Convention against Transnational Organised Crime (UNTOC) and its supplementing Protocols; III) Enhancing the knowledge, skills and capacity of justice practitioners and law enforcement to prevent, suppress and investigate serious and organised crime and terrorism through capacity building workshops; and IIII) Increasing organisational, operational and technical capacity of law enforcement, especially anti-trafficking and counter-terrorism units, in enforcing laws, strategies, and policies through operational support, provision of equipment, training and technical assistance.
