Training Uzbek Customs officers to detect seals manipulations under the UNODC-WCO Global Container Control Programme

The United Nations Office on Drugs and Crime Regional Office for Central Asia organized an Online Advanced training on Seals Manipulation under the UNODC-WCO Global Container Control Programme (CCP) on 15-16 September 2020 for the officers of the State Customs Committee of the Republic of Uzbekistan, members of the Port Control Units (PCUs) at the "Alat", "Chukursay Tekhkontora" and "Yallama" Customs posts in Uzbekistan.

The specialized training is organized in line with CCP Workplan of Distance learning activities for the Republic of Uzbekistan for 2020 agreed with CCP national beneficiary agencies and part of a series of CCP capacity building activities in Uzbekistan aimed to strengthen Customs officers' capacity in combatting seal manipulations, as well as using modern methods of Customs control.

Addressing Customs officials during the training, Mr. Batyr Geldiyev, UNODC Regional Programme Coordinator, encouraged PCU members in Uzbekistan to take full advantage of the online specialized training to prevent the use of the cargo supply chain by organized criminal groups for illegal purposes and briefed participants on the recent CCP inter-regional activities pursuing the above-mentioned goal.

Experienced international experts from UNODC and WCO shared their knowledge and experience on seals manipulation types, modus operandi "Rip on - Rip-off", case studies on seal manipulations and provided necessary recommendations on the ways of detecting manipulated seals. In addition, an update on the latest significant seizures of drugs smuggling was provided, followed by a profound discussion on risk indicators, methods of concealment and current modus-operandi revealed.

The CCP Regional Segment for Central Asia is funded by the Government of Japan and the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), and the Export Control and Related Border Security (EXBS) Programme.
