UNODC-WCO Global Container Control Programme expands to Air Cargo Component in Uzbekistan

On 10 July 2020, the United Nations Office on Drugs and Crime (UNODC) Regional Office for Central Asia (ROCA) organized Online Awareness-raising Briefing on Air Cargo Component under the UNODC-World Customs Organization (WCO) Global Container Control Programme (CCP) for the relevant beneficiary agencies of the Republic of Uzbekistan. Representatives from the National Information and Analytical Center on Drug Control, the State Customs Committee of the Republic of Uzbekistan and the Aviation Security Service of Tashkent International Airport participated in the briefing.

When welcoming briefing participants, Mr. Batyr Geldiyev, UNODC Regional Programme Coordinator invited Uzbek counterparts to discuss the implementation of the Programme, as well as plans for further cooperation within the framework of CCP Air Cargo Component for Tashkent International Airport. In February 2020, Uzbekistan supported the expansion to CCP Air Component by establishing a dedicated Air Cargo Control Unit at Tashkent International Airport named after Islam Karimov.

Introductory presentations on CCP and CCP Air Cargo Component were delivered by experienced UNODC and WCO experts. To date, the Air Cargo Component has been funded in 24 countries across the world, including Uzbekistan, at various stages of implementation. The meeting participants discussed the main risks at airports in the field of air cargo and the advantages of the Air Cargo Component in identifying such risks. The terms of reference for the dedicated Air Cargo Control Unit (ACCU) were explored including analysis and profiling of shipping documents (flight manifest, airway bill) to determine the level of the risks for air cargo. As an outcome of the meeting, the parties agreed on a list of
joint follow up actions including staffing, training and equipment components for future ACCU in Uzbekistan.

The CCP Regional Segment for Central Asia is funded by the Government of Japan and the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), and the Export Control and Related Border Security (EXBS) Programme.
