Course on Countering the Financing of Terrorism delivered for Kosovo(1) officers

25-27 April 2023, Peje/Pec, Kosovo: UNODC jointly with OSCE organized a capacity building foundation course on countering the financing of terrorism (CFT), under the multiannual training programme on CFT focusing on the implementation of the relevant UN Security Council Resolutions and related FATF standards. The main goals of the programme are to strengthen local capacities in line with advanced international practices, enhance inter-agency cooperation and promote public-private partnerships in the field of CFT. The programme is intended to equip analysts, investigators, prosecutors, the judiciary as well as policy makers and senior management with the skills and knowledge to effectively use Anti-Money Laundering (AML)/CFT tools and laws to detect, investigate and disrupt terrorists and associated international crime networks.

A total of 25 participants from the relevant agencies took part in the course covering the terrorist funding cycle, the importance of finances for terrorist organisations and the various types of illicit financial flows. Under the supervision of the lead trainers, the local experts presented an agenda and scenario-based exercises which they had adapted to the local needs and subsequently delivered the course to their peers. The course additionally covered the various sources of financial information and the methods used for raising money, the financial requirements of terrorist organizations as well as the opportunities for financial disruption. 

The project activities are supported by the UNODC Programme Office in Skopje and the Global Programme against Money Laundering, Proceeds of Crime and the Financing of Terrorism at the UNODC headquarters in Vienna and funded by the Government of the United States.
