Regional Workshop on Advance Passenger Information and Passenger Name Record

19-21 June 2023, Belgrade, Serbia: The UNODC Passenger and Cargo Border Team (PCBT) in cooperation with IOM Serbia organized a joint regional workshop on Advance Passenger Information and Passenger Name Record (API/PNR). The meeting was attended by 31 customs and police officers from the inter-agency units at airports and representatives from national institutions dealing with API/PNR in Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia.

The workshop aimed to provide an overview of API/PNR, underline the importance of passenger screening and security, legal and regulatory frameworks related to API/PNR data and passenger targeting eco-systems and explore the passenger data and intelligence-led approach in national and regional threats. In addition to the discussions, the participants took part in practical sessions on the functioning of a Passenger Information Unit (PIU) as well as practical exercises on the use of passenger data, evaluation of targets and rule-based targeting.

The event was intended to create synergies among the PCBT inter-agency units and the PIUs by sharing working methodologies and reviewing the applicable procedures for both the inter-agency units and PIUs for a comprehensive approach in implementing border security activities.  

This workshop was delivered by the UNODC Passenger and Cargo Border Team under the framework of the joint EU-UNODC action on promoting rule of law and good governance through targeted border control measures at ports and airports, funded by the European Union and conducted in cooperation with the Regional Programme for South Eastern Europe.
