UNODC launched the Abu Dhabi Declaration Programme in 2021, under its Global Programme to prevent and combat corruption through effective implementation of the United Nations Convention against Corruption in support of Sustainable Development Goal 16, to promote the role of supreme audit institutions in tackling corruption and enhance their collaboration with anti-corruption bodies. The Programme, funded by the Supreme Audit Institution of the United Arab Emirates, is designed to implement two key resolutions adopted by the Conference of the States Parties to the United Nations Convention against Corruption (UNCAC):
Resolution 8/13 entitled “Enhancing the collaboration between the supreme audit institutions and anti-corruption bodies to more effectively prevent and fight corruption” (the Abu Dhabi Declaration), adopted by the Conference at its eighth session held in Abu Dhabi, United Arab Emirates, from 16 to 20 December 2019; and
Resolution 9/3 entitled “Follow-up to the Abu Dhabi Declaration on enhancing the collaboration between the supreme audit institutions and anti-corruption bodies to more effectively prevent and fight corruption, and the use of information and communications technologies”, adopted by the Conference at its ninth session held in Sharm El-Sheikh, Egypt, from 13 to 17 December 2021.
As evidenced by these resolutions, the importance of inter-agency collaboration at the national, regional and global levels to prevent and counter corruption is increasingly being acknowledged. Around the world, countries are working to establish closer cooperation between their auditing and anti-corruption authorities.
As the COVID-19 pandemic has highlighted, there is a pressing need for greater transparency, accountability and integrity in the allocation, use and monitoring of public funds. UNODC is supporting States parties to strengthen their capacity to achieve these objectives by promoting integrity of financial management and strengthening the links between auditors and anti-corruption professionals.
The Abu Dhabi Declaration Programme is also designed as an operational extension of the memorandum of understanding (MoU) signed by UNODC and the International Organization of Supreme Audit Institutions (INTOSAI) on 30 July 2019. The MoU provides a framework for cooperation aimed at: (a) contributing to the achievement of Sustainable Development Goal 16 (peace, justice and strong institutions) in respect of the performance of governments in the field of effective public financial management and corruption risk mitigation; and (b) supporting States parties to UNCAC and Members of INTOSAI in their efforts to implement the Convention effectively.
