Uruguayan law refers to and incorporates as part of its drug law, Law 14294, the schedules and tables in the 1961, 1971 and 1988 UN Conventions (narcotic drugs, psychotropic substances, and precursor and production chemicals) and any updates or changes made by the country’s executive power. Uruguay regularly recognizes changes to the UN Convention/INCB schedules and tables via decree.
In September 2017, via
Decree No. 266/017, Uruguay recognized the following additions of New Psychoactive Substances and precursor chemicals to the Convention schedules: U-47700 and butyrylfentanyl to Schedule I of the 1961 Convention; substances such as 4-MEC, ethylone, MPS, MDMB-CHMICA, and XLR-11 to Schedule II of the 1971 Convention, and ANPP and NPP to Table I of the 1988 Convention.
In October 2016, via
Decree 320/016, Uruguay recognized the following new substance additions: MT-45 and acetylfentanyl to the 1961 Convention; PMMA, a-PVP, 4,4-DMR, MXE, and fenazepam to the 1971 Convention.
