UNODC EWA User Guide - for registration and use (EN)
Terms and conditions of use:
Registered users of the UNODC Early Warning Advisory on New Psychoactive Substances (UNODC EWA) are required to agree to the following terms and conditions pertaining to the access and use of data:
1. All data, information and publications presented on this website are subject to the UNODC terms of use and may be protected by copyright.
2. The use of data available to registered users in the password protected part of the UNODC EWA is subject to the following, additional restrictions:
a. Aggregated data, as described in the UN glossary of classification terms, (e.g. a trend analysis of most frequent substances reported) can be shared with third parties as long as the following citation is included on each copy or transmission “United Nations Office on Drugs and Crime, Early Warning Advisory on New Psychoactive Substances”.
b. Disaggregated data as described in the UN glossary of classification terms, (e.g. reports of individual substances in specific years and countries, raw data extracted from UNODC EWA, etc.) can only be shared among official authorities and for official purposes, if the third party with whom the data is shared agrees to the same terms and conditions. The user sharing the data is responsible to obtain the agreement of the third party to these terms and conditions. If the user wishes to share disaggregated data with third parties other than official authorities and for official purposes, prior authorization has to be obtained from UNODC by contacting unodc-ewa@un.org.
c. Disaggregated data cannot be published.
3. Data, whether in aggregated or disaggregated form, cannot be published without prior written authorization by UNODC. This includes the list of NPS available, the data visualizations (Public and Pro version) in the EWA or any part of it.
UNODC Early Warning Advisory Toxicology Portal (Tox-Portal) Privacy Policy Agreement
The UNODC Early Warning Advisory Toxicology Portal (Tox-Portal) is an online tool that collects data on toxicology and harm related to the use of NPS at a global level. In collaboration with The International Association of Forensic Toxicologists (TIAFT) and other partners, the Tox-Portal is designed to generate timely information on the harms and adverse health consequences associated with the use of NPS, based on case reports of intoxications, including fatalities.
The objective of the Tox-Portal is to enhance the information available on toxicology and adverse health consequences of NPS worldwide based on high quality information. The information and tools of the Tox-Portal will contribute to identifying the most harmful NPS as an important step towards prioritizing NPS for international review in the framework of the International Drug Control Conventions.
To protect the confidentiality of the information within the Tox-Portal and related resources, and to ensure the security, privacy and technical integrity of the system, the authorized user must adhere to the following:
Section 1 - Confidentiality of information and protection of data usage

Confidential and sensitive individual data, such as the age, gender and specific location details (e.g. city or state) of an individual will not be circulated to, published or shared with any third parties or other users.

The Tox-Portal collects data on substances recorded in post-mortem cases and clinical admissions as well as the analytical methods involved. Specific indicators that could be identifiable are reviewed for the authorized users and displayed as aggregated data or hidden entirely. For example, information on the age will be presented as age ranges, and location information specific to the city or state and details of the gender will be removed. The main landing page called the Dashboard, which is accessible to all authorized users, will not feature any of these indicators.

Only parameters that comply with the privacy policy and safeguard confidentiality are searchable within the search page of the Tox-Portal.

The aggregated data will feed into the Current NPS Threats Report, which will be shared with the World Health Organization and other stakeholders. However, identifiable data will not be incorporated and the report will comply with the privacy policy.

Future electronic notifications or alerts will display all of the available data of the case report, with the exception of the confidential and sensitive information (e.g., the age will be reported as an ‘age range’ and the specific location details excluded). Protected information will not be made available for public disclosure.

Your personal contact details will not be shared with any other person or third parties, and the details will be limited to the secure UNODC Tox-Portal system.
Section 2 - Terms for the submission of data
Authorized users shall use their best efforts:

To ensure the accuracy of any toxicological data for which they are responsible;

To contact the UNODC Early Warning Advisory Team if there are any issues or concerns related to the data;

To preserve and protect the UNODC Tox-Portal resources and data.
Section 3 - Conditions applicable to use of the UNODC Tox-Portal resources and data
Use of the UNODC Tox-Portal resources and data shall, in all cases, be in accordance with the provisions set out in this agreement.

Authorized users shall promptly report to the appropriate United Nations authority any violation of the provisions of this agreement or inappropriate conduct of which they become aware.

Confidential information must never be disclosed or used improperly for personal or other private gain. The obligation to protect confidential information is mandated in the United Nations policy

You are prohibited from sharing your access details and allowing others that are not registered to log into the portal with your login details.
Section 4 - Termination
Failure to adhere to the aforementioned principles will result in the termination of access to the Tox Portal and might lead to legal disciplinary actions.
UNODC has the right to terminate any registered user account at any point if a breach of agreement is suspected.
Section 5 - Use of the UNODC EWA Tox-Portal Platform
I hereby declare that, by signing the Privacy Protocol Agreement, I agree to be bound by the terms and conditions of use.
I will comply with all of the conditions applicable to the use of the UNODC Tox Portal and will protect the confidentiality of the information collected within the portal. I will not disclose any confidential or sensitive information and I understand that a breach of the Privacy Protocol Agreement will result in immediate termination of my membership.
