Description:
In 2012, the Synthetic Drug Abuse Prevention Act of 2012 (SDAPA, Public Law 112-144, Title XI, Subtitle D), in force since July, 2012, amended the Controlled Substances Act by legislative placing "cannabimimetic agents" and 26 substances (including 15 cannabimetic agents, 9 phenethylamines and 2 cathinones) in Schedule I. The amendment introduced for the first time a broad definition of "cannabimimetic agents" (synthetic cannabinoids) and provided an administrative mechanism to the Attorney General (delegated to the DEA Administrator) to administratively schedule substances meeting the cannabimimetic agents definition. A number of synthetic cannabinoid substances are reported to be currently under assessment in an effort to demonstrate that the substance meet the two-pronged cannabimimetic agents requirements: 1)substance binds to the CB1 receptor and 2) substance is a functional assay of the CB1 receptor.
