In Italy consumer safety regulations were initially used to control NPS to protect public health. In 2010, several cases of acute intoxications, following the ingestion of synthetic cannabinoids, were reported to the Italian Early Warning System. The Italian government responded to this threat using regulations on clear and accurate labelling of foods and goods on sale to confiscate synthetic cannabinoid products sold as “n-Joy” and “spice” for not being labelled in the national language, in violation of Article 9 of the Legislative Decree No. 206 (6 September 2005) of the Consumer Code. Accordingly, in April 2010, the Ministry of Health, pending the acquisition of more information related to the danger to public health of the substances JWH-018 and JWH-073 and the completion of the procedure for their possible inclusion in Table I of article 13 of the Presidential Decree 309/90, prohibited the manufacture, import, marketing, trade, including through the sale via internet, and use of the products called “n-Joy” and “spice”, in different commercial presentations, containing the aforementioned substances (Ministry of Health, G.U. Serie Generale, n. 87 del 15 aprile 2010). It was ordered that the products already placed on the market containing these substances were withdrawn within 30 days from the publication of the order, and health authorities, the police and postal supervisors were asked to enforce compliance with the order. In June 2010, the synthetic cannabinoids JWH-018, JWH-073 and the synthetic cathinone mephedrone were permanent added to Table I of the list of controlled substances in Italy (Legislative Decree, 16 June 2010 (G.U. Serie Generale, no. 146 of 25 June 2010).
