LISBON, Portugal – October 2015. On 8th October 2015, the Council of the European Union decided that the piperazine MT-45 and 4,4’-DMAR (a derivative of the internationally controlled substances aminorex and 4-methylaminorex (4-MAR)) should be subject to control measures across the Member States. This decision was taken based on the data and findings of the risk assessment reports carried out by the extended Scientific Committee of the EMCDDA on 16 September 2014. The Council Decision states that 4,4’-DMAR has been available in the European Union since at least December 2012. It is sold as a substance on its own, but also mis-sold on the illicit market as ecstasy and amphetamines, and thirty-one deaths associated to its use have been reported. MT-45 has been present in the EU market since October 2013 and a total of 28 fatalities associated to its use have been reported. The Council decision requests Member States to subject these two NPS to control measures, in accordance with their national law, by 21 October 2016.
