This year, delegates appraised the progress achieved in the implementation of the Global Plan of Action to Combat Trafficking in Persons, adopted in 2010, at a High-Level Meeting of the General Assembly. This appraisal takes place every four years and provides an opportunity to acknowledge achievements and reflect on existing gaps and challenges in the effort to combat trafficking in persons.

The High Level Meeting of the UN General Assembly to appraise the Global Plan of Action to Combat Trafficking in Persons was held on 24 and 25 November 2025 at UN Headquarters in New York.
The 2025 Political Declaration on the Implementation of the United Nations Global Plan of Action to Combat Trafficking in Persons was adopted by consensus at the High Level Meeting and the draft resolution submitted by the President of the General Assembly can be found here.

MULTI-STAKEHOLDER WRITTEN CONTRIBUTIONS
Multi-stakeholders were encouraged to actively participate in the appraisal of the Global Plan of Action. In addition to the Multi-stakeholder Hearing held in June 2025, and the invitation to apply to attend the High Level Meeting, multi-stakeholders are invited to submit their written contributions on the appraisal and the Political Declaration in accordance with the process and criteria set out in the Guidelines for Multi-Stakeholder Written Submissions.

To promote inclusive, active, and substantive engagement in the fourth appraisal of the Global Plan of Action to Combat Trafficking in Persons, the President of the General Assembly convened an informal in-person interactive Multi-Stakeholder Hearing on 30 June 2025 in the Trusteeship Council Chamber, United Nations Headquarters New York, pursuant to paragraph 11 of General Assembly resolution A/RES/79/286.
The Hearing was attended by representatives of Member States, observers of the General Assembly, national human rights institutions compliant with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles), non-governmental organizations in consultative status with the Economic and Social Council, invited civil society organizations, academic institutions and the private sector.

The Multi-Stakeholder Hearing was intended to inform Member States of the practical experience shared by civil society and other stakeholders directly working on issues relating to trafficking in persons, as Member States engage in the intergovernmental negotiations on the Political Declaration – the outcome document of the High-Level Meeting. In particular, the Hearing provided an opportunity for stakeholders to offer their perspective on the situation of trafficking in persons, and propose recommendations concerning action and policy to respond to enduring and emerging forms of exploitation.
