VIENNA, Austria – 6 December 2025: The decisions adopted by the Commission on Narcotic Drugs (CND) during its 68th regular session from 10 to 14 March 2025 to add hexahydrocannabinol (HHC) to Schedule II and carisoprodol to Schedule IV of the Convention on Psychotropic Substances of 1971, entered into force on 6 December 2025.
Hexahydrocannabinol (HHC) is the first semi-synthetic cannabinoid that has been placed under international control. The substance first emerged in 2022, when it was reported by 23 countries and territories across Europe. Subsequently, HHC has been reported by 56 countries and territories in all continents to date.
